Job Overview:
The Junior Statistician/Analyst will play a crucial role in supporting the Tax Data and Statistical Analysis Unit within the OECD's Centre for Tax Policy and Administration (CTPA). This position involves leading or contributing to statistical, database, and analytical work, as well as capacity-building activities related to the Global Revenue Statistics initiative and Taxing Wages. The selected candidate will work under the supervision of the Head of the Unit and collaborate with data managers, advisors, and statisticians. The role requires a strong focus on data collection, verification, and processing, as well as the production of statistical outputs and publications. The Junior Statistician/Analyst will also engage with various stakeholders to ensure the accuracy and consistency of revenue data and contribute to the development of materials for capacity-building activities.

Duties and Responsibilities:
  • Global Revenue Statistics: - Collaborate with stakeholders to collect, verify, and process countries’ revenue data. - Classify revenue data according to OECD standards and provide support to countries in this process. - Produce annual Revenue Statistics publications, including drafting analyses and preparing comparative data tables. - Develop materials to accompany reports, including key messages and social media content. - Contribute to capacity-building activities, such as workshops and online training, to enhance the collection and use of harmonized revenue data. - Maintain and update the Global Revenue Statistics database. - Assist accession countries in classifying their revenues according to OECD methodology.
  • Taxing Wages: - Support the modeling of personal tax and in-work benefit systems in OECD member countries, ensuring data accuracy and consistency. - Produce the annual Taxing Wages publication, including drafting the analytical overview chapter. - Develop accompanying materials for the report, including key messages and brochures. - Assist in developing Taxing Wages models for accession countries.

Required Qualifications:
The ideal candidate should possess an advanced university degree or equivalent in statistics, economics, econometrics, or a related field. Additionally, candidates should have at least two years of experience in tax statistics, preferably within a national statistical or tax agency or an international organization. Expertise in tax statistics concepts, classifications, and methodologies is essential, along with knowledge of domestic resource mobilization in developing countries being an advantage. Candidates should also demonstrate experience in statistical concepts and applied econometric techniques, as well as the ability to draft technical reports effectively.

Educational Background:
Candidates are required to have an advanced university degree or equivalent in statistics, economics, econometrics, or a related subject. This educational background is crucial for understanding the complexities of tax data and statistical analysis, as well as for contributing to the OECD's mission of promoting effective tax policies.

Experience:
A minimum of two years of relevant experience in tax statistics is required. This experience should ideally be gained in a national statistical or tax agency or within an international organization. Candidates should demonstrate a strong understanding of tax statistics methodologies and concepts, as well as practical experience in applying statistical techniques to real-world data.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language and a commitment to achieving a good working level. Knowledge of Spanish is considered an advantage, enhancing the candidate's ability to engage with a broader range of stakeholders and contribute to international collaboration.

Additional Notes:
The position is offered as an eighteen-month fixed-term appointment, with the possibility of renewal. The monthly salary starts at 5741.55 EUR, depending on the level of experience, and is exempt from French income tax.
