Job Overview:
The Digital Communication Officer will play a crucial role in enhancing the online impact of OECD's development work, particularly through social media channels. This position requires a deep understanding of social media dynamics, content creation, engagement strategies, and performance monitoring. The officer will be responsible for crafting compelling narratives from complex technical issues, ensuring that the OECD's messages resonate with diverse audiences. Reporting to the Senior Communications Manager for Development, the officer will collaborate closely with the communications teams of DCD and DEV to align digital communication efforts with corporate best practices and priorities. The role involves not only content creation but also strategic planning and evaluation of communication initiatives to maximize engagement and effectiveness.

Duties and Responsibilities:
The Digital Communication Officer's responsibilities include:
  • Participating in the design and implementation of the OECD communication strategy on development, focusing on enhancing impact and audience engagement.
  • Aligning digital communication efforts of DCD and DEV with corporate best practices and coordinating with the Directorate for Communication on corporate priorities.
  • Preparing, editing, and posting high-quality content for social media and the web.
  • Managing the editorial content of the OECD newsletter on development and the DevMatters blog.
  • Staying informed about OECD discussions on development and managing a coherent editorial calendar.
  • Drafting and collaborating with teams to create multimedia storytelling, series, and campaigns.
  • Creating comprehensive social media toolkits for campaigns that maintain a strong visual identity.
  • Tracking metrics and providing regular reports on social media performance, including insights and lessons learned.
  • Evaluating social media channels to optimize their use and listening to audiences for strategic insights. 1
  • Building corporate expertise by contributing to social media governance and disseminating best practices. 1
  • Engaging with the DevCom network to share best practices and develop joint campaigns. 1
  • Cultivating an understanding of social media trends to guide colleagues and contribute as a thought leader.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • A minimum of 5 years of experience in social media and communication.
  • Excellent writing, copyediting, and proofreading skills, with the ability to simplify complex information.
  • Familiarity with major social media platforms, including X, Facebook, Instagram, LinkedIn, and YouTube.
  • Experience in designing communication plans and producing visual content for social media.
  • Proven ability to support colleagues with digital communications, including coaching and project assistance.
  • Strong understanding of social media monitoring and analytics, with the ability to provide insights and inform content strategy.
  • A proactive approach to learning and innovation in a fast-paced environment.

Educational Background:
Candidates should have an advanced university degree or equivalent, preferably in international relations, economics, political and social sciences, communications, journalism, or a related field.

Experience:
The position requires a minimum of 5 years of relevant professional experience in social media and communication, demonstrating a strong track record in managing digital content and engagement strategies.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language, with a commitment to achieving a good working level. Knowledge of additional major languages is considered an asset.

Additional Notes:
The position is a 13-month fixed-term appointment with the possibility of renewal. The monthly salary starts at EUR 5,628, depending on experience, and is exempt from French income tax. The selection process includes written tests and panel interviews, with a mandatory retirement age of 6
