Job Overview:
The position of Consultant for In-Service Teacher Training Packages is integral to the ITALEEM programme, which is a collaborative initiative between UNESCO and UNICEF, funded by the European Union. The consultant will play a crucial role in supporting the Ministry of Education in Iraq to enhance the professional skills and competencies of teachers through the development of in-service training packages. This role is designed to address the evolving educational landscape and ensure that teachers and school directors are equipped with the necessary skills for continuous professional development (CPD). The consultant will work closely with various stakeholders to create training materials that are relevant and effective, focusing on pedagogical practices, digital integration in education, and cross-cutting themes such as gender equality and climate change. The overarching goal is to improve the quality of education in Iraq and align it with the Sustainable Development Goals (SDG) targets, particularly SDG 4, which aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks under the guidance of the Director of UNESCO Iraq Office and the Chief of Education Unit. Key responsibilities include:
  • Supporting the development of in-service teacher training packages that focus on psycho-social support, digital/ICT/EdTech integration, and cross-cutting areas such as gender equality and peace education.
  • Liaising with relevant stakeholders to plan and manage consultative meetings and training package review workshops.
  • Contributing to the technical committee on Teacher Capacity Development (TCPD) and implementing ongoing activities related to teacher education and training.
  • Collaborating with the ITALEEM team to address teacher-related issues within the programme.
  • Analyzing policies related to teacher education and professional development.
  • Preparing progress reports and following up on actions related to the assignment.
  • Providing technical and administrative support for the publication process of training packages according to UNESCO guidelines.
  • Contributing to the writing of reports and communication resources.
  • Performing any other tasks related to the position as requested by supervisors.

Required Qualifications:
The position requires a Master's degree or equivalent in fields such as Education, Pedagogy, Sociology, Anthropology, Economics, Social Sciences, Public Policy, or a related area. Additionally, candidates must have at least 10 years of experience in developing and reviewing teacher training materials for both pre-service and in-service teacher professional development in Iraq. More than 5 years of experience in education project coordination and management is also required, including design, content planning, execution of activities, technical support, supervision, evaluation, and budget management. Candidates should have experience in synthesizing and publishing technical materials and managing the analysis of legislation and policies related to teacher education.

Educational Background:
Candidates must possess a Master's degree or equivalent in relevant fields such as Education, Pedagogy, Sociology, Anthropology, Economics, Social Sciences, Public Policy, or other related disciplines. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the development of in-service teacher training packages.

Experience:
The consultant is expected to have a substantial level of experience, specifically at least 10 years in developing and reviewing teacher training materials for both pre-service and in-service teacher professional development in Iraq. Furthermore, candidates should have over 5 years of experience in education project coordination and management, which includes designing, planning, executing activities, providing technical support, supervising projects, evaluating outcomes, and managing budgets. This extensive experience is crucial for the consultant to effectively navigate the complexities of the educational landscape in Iraq and contribute to the improvement of teacher training.

Languages:
Excellent knowledge of English and Arabic, both written and spoken, is mandatory for this position.
