Job Overview:
The Senior Programme Assistant will play a crucial role in supporting the Protection team within IOM. This position involves a variety of administrative tasks that are essential for the smooth operation of the team. The candidate will assist in drafting various forms and templates, which include reports, questionnaires, surveys, and monitoring forms. The role requires coordination of budgetary data and expenses, suggesting reallocations of resources as necessary. The Senior Programme Assistant will also be responsible for organizing off-site trainings, workshops, and field visits, ensuring logistical and operational support for these activities. The candidate will liaise with both national and international officers on various administrative, financial, and logistical matters, providing essential support for program activities. This position demands a proactive approach to information dissemination and coordination, as well as the ability to draft meeting minutes and reports related to program deliverables. The candidate will also be expected to maintain project files and documents systematically, supporting the implementation of IOM activities in a culturally sensitive manner. Travel within Iraq may be required based on program needs, and the candidate will be expected to perform additional duties as assigned by program management.

Duties and Responsibilities:
  • Assist in daily administrative tasks of the Protection team, including drafting forms and templates for reports, questionnaires, surveys, and monitoring forms.
  • Coordinate budgetary and statistical data of Protection expenses with relevant officers, suggesting and implementing reallocations of resources as necessary.
  • Organize off-site trainings, workshops, and field visits, providing logistical and operational support.
  • Liaise with national and international officers on administration, financial, logistics, and operational matters to support program activities.
  • Raise purchase requisitions and coordinate with IOM staff on administrative and financial matters.
  • Provide information and coordination on the program as requested, drafting minutes of meetings and reports.
  • Maintain project files and documents according to an established filing system.
  • Support the implementation of IOM activities in a participatory and culturally sensitive manner.
  • Travel on duty to Iraq as needed for program requirements. 1
  • Perform other duties as assigned by program management.

Required Qualifications:
  • University degree in business management, administration, economics, or a related field from an accredited institution, with at least 3 years of relevant professional experience.
  • Alternatively, a completed High School degree from an accredited institution with at least 5 years of relevant professional experience.
  • Experience in communicating and working with diverse actors, including government authorities and humanitarian organizations.
  • Experience in development or humanitarian programming, particularly within an NGO or UN context, is an asset.
  • Proficiency in Microsoft applications, particularly Power BI, is required.
  • Strong organizational skills, attention to detail, and ability to prepare clear and concise reports are essential.

Educational Background:
Candidates must possess a university degree in business management, administration, economics, or a related field from an accredited academic institution. Alternatively, candidates with a completed High School degree from an accredited institution and significant relevant professional experience will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have a minimum of 3 years of relevant professional experience for those with a university degree, or 5 years for those with a High School degree. Experience should include working with a diverse range of actors, including government authorities and humanitarian organizations. Experience in development or humanitarian programming, particularly in an international or national NGO or UN context, is highly desirable. Candidates should also have experience in data management and visualization, particularly using tools like Power BI.

Languages:
Fluency in English and Arabic is required for this position. Proficiency in any additional languages is considered an advantage. IOM’s official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Iraq will be eligible for consideration. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
