Job Overview:
The position of Deputy Project Manager is integral to the Capacity Development for Education (CapED) program of UNESCO, which was established in 200
  • This program serves as a key execution platform for UNESCO's education sector within the framework of the Education 2030 Agenda. The CapED program aims to support least developed and fragile countries in designing and implementing educational reforms that are crucial for achieving national development priorities and Sustainable Development Goal
  • The Deputy Project Manager will work under the general authority of the UNESCO director-general" style="border-bottom: 1px dotted #007bff !important;">Assistant Director-General for Education and the Regional Director, closely collaborating with the education and administration team in the Rabat office and the CapED program coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team at headquarters. The role involves contributing to the coordination and implementation of CapED activities in Mauritania, focusing primarily on skills for life and work, which is a priority area for the education sector in the country.

Duties and Responsibilities:
The Deputy Project Manager will assist in the overall planning, implementation, monitoring, reporting, evaluation, and documentation of the CapED program. Specific tasks include:
  • Contributing to the regular updating of the CapED program planning in Mauritania based on national priorities and the program's results framework, and participating in monitoring its implementation while proposing adjustments as necessary.
  • Supporting the establishment of innovative mechanisms for knowledge capitalization and creation to ensure the sustainability of program results.
  • Identifying and developing opportunities for synergy with other related internal and external initiatives in a partnership synergy logic and mobilizing additional funds complementing the CapED special account.
  • Assisting Mauritanian authorities, particularly in the areas of Technical and Vocational Education and Training (TVET) and literacy.
  • Mobilizing and involving technical experts from UNESCO as needed in the implementation of program activities.
  • Ensuring regular communication to optimize visibility for the program's actions and UNESCO.
  • Facilitating and encouraging the sharing of best practices with countries/programs facing similar challenges, particularly at the sub-regional level.
  • Performing any other tasks assigned by the Education Chief in Rabat related to capacity building and education planning in Mauritania.
  • Assisting in monitoring program implementation and preparing budget revisions as needed, in line with CapED program priorities and in close collaboration with the coordination team at UNESCO headquarters. 1
  • Contributing to the monitoring of administrative issues concerning the CapED program in Mauritania, including contract management. 1
  • Assisting in the preparation of progress reports on the implementation of the program in Mauritania and contributing to the preparation of any other relevant monitoring or briefing documents requested by the Education Chief in Rabat or the CapED coordination team at headquarters.

Required Qualifications:
The position requires a minimum of a Master's degree in education, social sciences (sociology, economics), or a related field. Candidates must have at least two years of relevant professional experience, preferably including one year at the international level in the education sector. Experience in developing, implementing, managing, and evaluating education-related projects/programs is essential, along with experience in coordinating education sector programs and supporting national capacity building, particularly in non-formal education and Technical and Vocational Education and Training (TVET).

Educational Background:
Candidates must possess a university degree equivalent to at least a Master's level in education or social sciences (sociology, economics) or a similar field. This educational background is crucial for understanding the complexities of educational systems and the socio-economic factors that influence them.

Experience:
The role requires a minimum of two years of relevant work experience, with a preference for candidates who have at least one year of international experience in the education sector. This experience should include a strong background in project development, implementation, management, and evaluation within the education field, as well as experience in coordinating educational programs and supporting national capacity building efforts.

Languages:
Fluency in written and spoken French is mandatory, along with a good command of English. Knowledge of Arabic is desirable, as it would enhance communication and collaboration within the region.

The contract duration is for one year, with the possibility of extension subject to the availability of funds and satisfactory performance. The position is open to both internal and external candidates. The approximate annual starting salary for this post is 72,492 USD, and UNESCO offers a range of benefits including 30 days of annual leave, family allowance, medical insurance, and a pension plan.
