Job Overview:
The Project Manager for the REPAC Project will be responsible for overseeing the day-to-day operations and successful implementation of the project. This includes ensuring that project outputs are delivered within the specified tolerances of time, cost, quality, scope, risk, and benefits. The incumbent will familiarize themselves with the agreements signed between the donor and UNRWA, prepare project documentation, and develop and regularly update the Project Implementation Plan (PIP). The role requires supervising a diverse team of approximately 15 national staff, including engineers, social workers, and other specialists, while monitoring project progress and proposing remedial measures for any deviations from the timeline or budget. The Project Manager will also be responsible for budget tracking, preparing high-quality reports and presentations, ensuring adherence to UNRWA procedures, and maintaining effective relationships with stakeholders, including the Jordanian government and the refugee community. The position demands strong leadership, organizational skills, and the ability to engage with various stakeholders to facilitate project success.

Duties and Responsibilities:
  • Supervise the different phases of the REPAC Project, ensuring successful implementation and adherence to project tolerances.
  • Prepare all project documentation, including schedules, budgets, and project setup.
  • Develop and regularly update the Project Implementation Plan (PIP).
  • Lead and supervise the REPAC Project Team, which includes various specialists and consultants.
  • Monitor project implementation according to the PIP and report progress to management.
  • Propose remedial measures for deviations from project timelines and budgets.
  • Produce detailed project budgets and maintain effective budget tracking.
  • Prepare high-quality reports, presentations, and documentation on project progress and achievements.
  • Ensure compliance with UNRWA procedures and regulations in all technical and financial matters. 1
  • Oversee technical aspects of the project and remaining construction works. 1
  • Guide the preparation and implementation of Camp Improvement Plans (CIP). 1
  • Coordinate shelter rehabilitation from an urban and architectural perspective. 1
  • Manage tendering and contracting of construction works. 1
  • Ensure contractor performance aligns with contract provisions. 1
  • Develop and maintain relationships with internal and external stakeholders. 1
  • Facilitate project design and implementation through cooperation with other UNRWA departments. 1
  • Engage with the Jordanian government regarding project commitments. 1
  • Abide by donor requirements and support planning for donor visits. 1
  • Maintain regular contact with camp committees, UN agencies, and NGOs. 2

Required Qualifications:
  • Advanced university degree in Civil Engineering, Urban Planning, Architecture, or a related discipline.
  • Alternatively, a bachelor's degree with at least 7 years of progressive work experience in relevant fields may be considered.
  • Internationally accredited certification in project management or at least 2 additional years of relevant project management experience.
  • Excellent working knowledge of project management software (e.g., MS Project).
  • Proven experience in managing construction and/or rehabilitation of infrastructure projects in complex environments.

Educational Background:
Candidates must possess an advanced university degree from an accredited institution in Civil Engineering, Urban Planning, Architecture, or a related discipline. Applicants with a bachelor's degree and at least 7 years of progressive work experience in the same fields may be considered on an equivalency basis.

Experience:
A minimum of 5 years of progressively responsible and relevant work experience in program/project management, monitoring, data/information analysis, and reporting is required. This experience should include managing construction and/or rehabilitation of infrastructure projects in complex environments similar to refugee camps. Candidates should also have experience with project management software and possess an internationally accredited certification in project management or equivalent experience.

Languages:
Candidates must have an excellent command of written and spoken English and Arabic. Proficiency levels should be indicated in the application, with 'Fluent' for very good to excellent proficiency, 'Confident' for good proficiency, and 'Basic' for basic proficiency.

Additional Notes:
The position is a Limited Duration Contract (LDC) for 6 months, with the possibility of extension based on performance and funding availability. The monthly salary ranges from JD 1,538.40 to JD 3,316.60, with additional benefits including compulsory medical insurance, annual leave, sick leave, maternity leave, and paternity leave. The incumbent is required to travel within the field as part of their duties. Only candidates residing in Jordan and authorized to work in the duty station at the time of application are eligible. The agency will not cover relocation costs, and preference will be given to registered Palestine refugees and candidates who assist in achieving gender parity.
