Job Overview:
The Budget & Finance Assistant will play a crucial role in supporting the Department of Business Operations (BOS) by providing efficient and effective financial services to the Eastern Mediterranean Region (EMR). This position involves ensuring compliance with WHO’s financial regulations and rules, maintaining strong internal controls, and supporting the budget and finance operations of the regional office and its 22 country offices. The incumbent will be responsible for processing budgetary and financial transactions, providing clearances related to various contracts, and ensuring the accuracy of financial data in the Global Management System (GSM). The role also includes preparing financial reports, analyzing budgetary data, and contributing to training sessions for colleagues. The successful candidate will be expected to respond to client queries and improve internal controls and financial accountability in the region.

Duties and Responsibilities:
The incumbent will perform a variety of duties including initiating, reviewing, verifying, and processing budgetary and financial transactions in accordance with applicable policies and procedures. Responsibilities include providing budgetary and financial clearances for awards, HR, imprest, and third-party contracts, ensuring compliance with relevant eManual provisions and standard operating procedures. The assistant will update data in the Global Management System (GSM), prepare and process expenditure batches and journal vouchers, and ensure consistency of donor budgets and financial aspects of donor agreements. The role requires reviewing financial reports, analyzing budgetary data, performing account analyses, and monitoring budgetary status while liaising with budget coordinators to address project implementation issues. The incumbent will also assist in the annual closure of accounts and contribute to training on assigned processes, responding to client queries across the region.

Required Qualifications:
Candidates must have a completion of secondary school with additional training in budget, finance, and accounting. A university degree in finance, accounting, commerce, business administration, or a related field is desirable. Essential skills include demonstrated knowledge of general accounting principles, good analytical skills, attention to detail, and the ability to apply regulations and policies to transactions. Proactive communication and good time management skills are also required to deliver quality results in a timely manner.

Educational Background:
The educational background required for this position includes a completion of secondary school with additional training in budget, finance, and accounting. A university degree in finance, accounting, commerce, business administration, or a related field is considered desirable and would enhance the candidate's qualifications for the role.

Experience:
Candidates should have at least 5 years of progressively responsible experience in budget, finance, and accounting activities. Experience in a United Nations or international non-profit organization in finance and accounting is considered an asset and would provide valuable context for the responsibilities of this position.

Languages:
Essential languages for this position include excellent knowledge of English and Arabic. Knowledge of French is considered a desirable asset, which may enhance communication with a broader range of stakeholders and partners.

The role is part of a roster for Budget & Finance Assistant positions, which may include temporary and fixed-term roles. The remuneration package includes an annual net base salary starting at USD 15,706, subject to mandatory deductions for pension contributions and health insurance.
