Job Overview:
The Associate Finance Officer - Accounts Payable is responsible for managing financial transactions related to claims and payments arising from Headquarters activities. This role involves preparing and reviewing documentation to ensure that claims are properly documented and payments are accurately calculated and coded according to contract provisions. The officer will also check and prepare lists of liabilities and commitments during the closure of accounts, draft journal vouchers, and maintain records of agreements between the Agency and external bodies. The position requires the officer to deal with queries from expending officers, employees, suppliers, and contractors, ensuring effective communication and resolution of issues. Additionally, the officer will be responsible for reconciling purchases and payments made by HQA credit cards, preparing reports related to financial functions, and validating monthly accruals journal vouchers. The role demands a high level of technical expertise in financial management and the ability to analyze financial data effectively.

Duties and Responsibilities:
The duties and responsibilities of the Associate Finance Officer - Accounts Payable include:
  • Preparing and reviewing documentation for claims and payments related to HQA activities, ensuring compliance with contract provisions.
  • Guiding and training staff under supervision, reviewing their work to ensure accuracy and compliance.
  • Checking and preparing lists of liabilities and commitments during account closures and drafting journal vouchers for recording.
  • Maintaining records of agreements with external bodies and ensuring proper recording of payments under these agreements.
  • Addressing queries from expending officers, employees, suppliers, and contractors regarding financial matters.
  • Reconciling monthly purchases and payments made by HQA credit cards and raising related journal vouchers.
  • Verifying and retrieving data in REACH, preparing reports including aging reports, and vendor reconciliations.
  • Validating and registering monthly accruals journal vouchers, collecting data, and following up with departments.

Required Qualifications:
The position requires a university degree from an accredited educational institution in accountancy, finance, business administration, or related fields. Additionally, candidates must possess a very good command of spoken and written English and Arabic. The role demands strong analytical skills, attention to detail, and the ability to cope with pressure and setbacks. Candidates should demonstrate effective planning and organizational skills, as well as the ability to follow instructions and procedures diligently.

Educational Background:

Additional Notes:
The contract type for this position is a Fixed Term Appointment for three years, which includes a one-year probation period. There is a possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. The position is graded at Grade 13, with a monthly basic salary of JD 843.5
  • Additional benefits include a monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. Employees are entitled to two days of sick leave for each completed month of service, 14 weeks of maternity leave, and two weeks of paternity leave. This vacancy notice is open to internal candidates only, and only candidates residing in Jordan and within commuting distance of the duty station with authorization to work in Jordan at the time of application are eligible to apply. The Agency will not assume responsibility for issuing work permits in Jordan, and without a valid work permit, the appointment may be rescinded. Preference will be given to registered Palestine refugees and candidates from under-represented genders to assist the Agency in achieving gender parity.
