Job Overview:
The Senior Health Management Information Systems Officer plays a crucial role in leading the digital health strategy within UNRWA, which is part of the agency-wide digital transformation initiative. This position involves close collaboration with various departments, including the Health Department, Information Management and Technology Department (IMTD), Education, and Relief and Social Services. The officer is responsible for developing and updating the health management information strategy and implementation plan, ensuring alignment with agency-wide planning and reporting processes. This includes creating monitoring frameworks and tools for regular and emergency health programming, developing performance indicators, and ensuring data quality. The officer will also lead the development of electronic medical record (EMR) systems and business analytics for UNRWA health services, facilitating data analysis and reporting to support effective planning and decision-making. Regular communication with relevant UNRWA staff and stakeholders is essential, as is the recruitment and supervision of competent staff to support health management information systems.

Duties and Responsibilities:
The duties and responsibilities of the Senior Health Management Information Systems Officer include:
  • Developing and updating the UNRWA digital health strategy and health management information strategy.
  • Establishing coordination with relevant staff and departments to implement the health management information systems.
  • Creating and revising performance indicators and methodologies for data collection.
  • Developing work plans for health management information systems, including EMR systems and business analytics.
  • Leading data quality improvement initiatives and monitoring health data trends.
  • Preparing corporate health statistical reports and facilitating data integration across systems.
  • Managing the design and implementation of health reports and dashboards.
  • Conducting research and analysis of health data to inform planning and decision-making.
  • Organizing communications and meetings with relevant UNRWA staff and stakeholders. 1
  • Supervising and mentoring team members, providing coaching and guidance. 1
  • Delivering training to health staff on health information systems and data quality.

Required Qualifications:
The position requires a minimum of seven years of progressively responsible experience in health information management and health informatics. Additionally, three years of supervisory experience in a large international, governmental, or commercial organization is required. Candidates must have a minimum of two continuous years of relevant international experience outside UNRWA and their country of citizenship. A sound knowledge of results-based management in humanitarian and development assistance programs is essential, along with advanced proficiency in Microsoft Office applications. Knowledge of the Arabic language is desirable.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) from an accredited institution in health informatics, health information management systems, public health, or a related field. A first-level university degree combined with additional qualifying experience may be accepted in lieu of an advanced degree.

Experience:
The position requires a minimum of seven years of relevant experience in health information management and health informatics, with at least three years in a supervisory role. Candidates must also have two continuous years of relevant international experience outside their country of citizenship unless they are already serving as an international staff member in the UN Common System.

Languages:
Fluency in English is mandatory for this position, while knowledge of Arabic is considered desirable.
