Job Overview:
The National Project Coordinator - Enterprise Development will play a crucial role in supporting the ILO's efforts to address the challenges posed by large mixed migration movements, particularly in Uganda. This position is part of the PROSPECTS Partnership Programme, which aims to enhance the socio-economic inclusion of forcibly displaced persons and strengthen the resilience of host communities. The coordinator will work closely with the Programme Manager to ensure that project objectives are met within the specified timeframe and budget. The role involves providing technical advice, facilitating stakeholder participation, and ensuring compliance with ILO policies and procedures. The coordinator will also be responsible for monitoring and evaluating project interventions, preparing reports, and collaborating with various partners to promote inclusive economic development.

Duties and Responsibilities:
The National Project Coordinator will be responsible for a wide range of duties, including:
  • Analyzing economic and labor market trends in host communities and refugee settlements to design and implement enterprise development interventions.
  • Developing knowledge products and tools to support local economic development assessments.
  • Facilitating participation of employers’ organizations and trade unions in enterprise development initiatives.
  • Leading capacity-building measures for local partners and training providers.
  • Supporting the design and operationalization of competitive grant schemes for entrepreneurship.
  • Monitoring and evaluating project interventions and providing support to project partners.
  • Preparing technical progress reports and updating project work plans.
  • Organizing conferences, workshops, and training sessions.
  • Representing the ILO in field-level meetings and collaborating with other projects for enhanced outcomes. 1
  • Ensuring effective planning and implementation of gender activities in line with ILO policies.

Required Qualifications:
Candidates must possess a first-level university degree in economics, social sciences, or a related field, with strong knowledge of development issues, particularly in Uganda. Additionally, candidates should have at least three years of experience in project management, supervision, and administration, with a focus on grant/cooperative agreement requirements. Technical knowledge of enterprise development and market systems approaches is essential. Candidates should also demonstrate good communication skills, the ability to maintain relationships with stakeholders, and a commitment to gender mainstreaming in project activities.

Educational Background:
A first-level university degree in economics, social sciences, or a related field is required for this position. This educational background should provide a solid foundation in understanding socio-economic development and labor market dynamics, particularly in the context of Uganda.

Experience:
Candidates should have a minimum of three years of relevant experience in project management, including supervision and administration of grant/cooperative agreements. Experience in implementing development projects, particularly those related to enterprise development and labor market interventions, is highly desirable. Familiarity with the challenges faced by forcibly displaced persons and host communities will be an advantage.

Languages:
Excellent knowledge of English is mandatory, along with a good knowledge of an official national language of Uganda. Proficiency in additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders.

Additional Notes:
This position is a fixed-term contract for 12 months, with the possibility of extension based on funding availability and project needs. The entry-level salary for this position is 189,098,000 Ugandan Shillings per year.
