Job Overview:
The Associate National Project Officer will play a crucial role in managing and implementing the ITALEEM Programme, which focuses on enhancing the capacity of civil society organizations (CSOs), parents, local communities, teacher organizations, and private sector organizations to engage in policy formulation and interventions aimed at ensuring that all children and adolescents, particularly those from disadvantaged groups, have access to quality education. This position requires strong leadership skills, the ability to liaise with various stakeholders, and a commitment to improving educational outcomes in Iraq. The officer will work under the overall authority of the Director of UNESCO Iraq Office and will be responsible for overseeing project activities, ensuring effective communication among stakeholders, and contributing to the development of educational policies and practices that are inclusive and gender-responsive.

Duties and Responsibilities:
The duties and responsibilities of the Associate National Project Officer include:
  • Liaising with national and international stakeholders to implement project activities effectively, maintaining strong relationships with relevant ministries, governmental departments, educational CSOs, UN agencies, and other key stakeholders.
  • Supporting project planning, implementation, and administrative follow-up, including developing work plans, organizing program events, and ensuring timely delivery of assistance.
  • Monitoring and evaluating project activities, conducting regular visits to assess progress, and providing technical support for monitoring tools.
  • Contributing to the preparation of periodic narrative and financial progress reports for donors, and maintaining project records and reference files.
  • Performing any other duties as required by the office, ensuring that all activities align with UNESCO's mission and objectives.

Required Qualifications:
The position requires an advanced university degree (Masters or equivalent) in Education, Social Sciences, or closely related fields. A first-level university degree in the aforementioned fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have a strong understanding of educational trends and issues, particularly in the context of Iraq, and demonstrate the ability to build and maintain partnerships within a multicultural environment.

Educational Background:
Candidates must possess an advanced university degree (Masters or equivalent) in Education, Social Sciences, or closely related fields. Alternatively, a first-level university degree in these fields, combined with two additional years of relevant experience, may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of educational policy and program implementation in Iraq.

Experience:
The position requires preferably 2 years of progressively responsible relevant professional experience in education program coordination or a related role within a civil society organization or educational institution. Experience working on education, training, or skills development projects is highly desirable, as is knowledge of current educational trends and issues. Candidates should demonstrate strong project implementation skills and excellent coordination abilities, as well as the capacity to perform well under pressure and meet tight deadlines.

Languages:
Excellent knowledge (written and spoken) of Arabic and English is mandatory for this position. Knowledge of other UNESCO official languages, such as French, Chinese, Russian, and Spanish, is considered desirable and may enhance a candidate's application.

Additional Notes:
The contract for this position is a project appointment for a duration of 1 year, with the possibility of extension subject to the availability of funds and satisfactory performance.
