Job Overview:
The Project Management Office (PMO) - Senior Officer plays a crucial role in the consistent implementation of UNOPS project management methods and standards across the project portfolio. This position involves periodic reviews of project performances, identifying gaps in policies and practices, and supporting the development of corrective actions. The Senior Officer will work closely with the Head of Programme and other stakeholders to ensure that project management activities align with service agreements and project documents. The role requires effective planning, monitoring, and reporting of project activities, as well as stakeholder engagement and quality assurance. The Senior Officer will also be responsible for knowledge management and personnel management, ensuring that the team operates within the principles of human rights and gender equity.

Duties and Responsibilities:
  • Development and Planning: Support the Head of Programme in providing programmatic management and administrative support to ongoing project activities. Maintain oversight of project management activities and ensure alignment with UNOPS policies. Develop, implement, and amend project budgets and staffing resources as necessary. Identify potential risks and propose mitigating measures.
  • Set-up and Closure: Facilitate the development of project plans and coordinate project closure activities, ensuring proper disposal of assets and timely reporting.
  • Monitoring and Reporting: Prepare regular project reports, review project status, and maintain progress reports. Implement effective monitoring and evaluation systems for project activities.
  • Stakeholder Engagement: Develop stakeholder profiles and contribute to communication plans. Coordinate internal communications and monitor their effectiveness.
  • Quality Assurance: Ensure compliance with audit requirements and UNOPS standards for project management.
  • Knowledge Management and Innovation: Conduct capacity-building activities and share best practices within the Project Manager community.
  • Personnel Management: Maintain resource availability tables and assess the performance of supervisees, ensuring a culture of respect and accountability.

Required Qualifications:
An advanced university degree (e.g., Masters) in Civil Engineering, Engineering, Architecture, Construction Management, or Project Management is required. Alternatively, a first-level university degree (e.g., Bachelor) in a relevant field combined with two additional years of relevant work experience may be accepted. Certification in PRINCE2, PMI Project Management Professional, or other internationally recognized certifications is an asset. Candidates should have a minimum of 2 years of progressively responsible experience in project management, with experience in the successful implementation and oversight of programs and projects being essential. Familiarity with data analysis, management reporting, and project management tools is desirable, along with experience in infrastructure projects and working in developing countries, particularly in Africa.

Educational Background:
Candidates must possess an advanced university degree (Masters) in a relevant field such as Civil Engineering, Engineering, Architecture, Construction Management, or Project Management. A first-level university degree (Bachelor) in a relevant field may be accepted if accompanied by two additional years of relevant work experience. Certification in project management methodologies such as PRINCE2 or PMI is considered an asset.

Experience:
The position requires a minimum of 2 years of progressively responsible experience in project management. Candidates should have experience in the successful implementation and oversight of programs and projects, as well as familiarity with data analysis and project management tools. Experience working on infrastructure projects and in developing countries, especially in Africa, is highly advantageous. Additionally, experience in an international environment and dealing with government officials is preferred.

Languages:
Fluency in French is required for this position, as it is the primary language of communication. An intermediate level of English is also required, enabling effective communication with international stakeholders and partners.
