Job Overview: The National Project Coordinator will play a crucial role in the implementation of the ILO development cooperation project titled 'Hospital, Resilient, Capable (HoReCa) Kosovo', which is funded by the Government of Italy. This project aims to enhance employment growth and local economic development in Kosovo's HoReCa sector, focusing on the inclusion of marginalized groups such as women, minorities, persons with disabilities, and youth. The coordinator will be responsible for overseeing the project's daily operations, ensuring effective monitoring and evaluation, and coordinating with various stakeholders including government ministries, educational institutions, and employers. The role requires a proactive approach to problem-solving and the ability to adapt to the complex socio-economic landscape of Kosovo. The incumbent will also be expected to promote gender equality and non-discrimination throughout the project.
Duties and Responsibilities:
Collaborate closely with key stakeholders, including government ministries, public employment services, and vocational education institutions, to design and revise annual work plans and prepare budget proposals.
Review and analyze project work plans and reports for clarity and completeness, monitoring progress and addressing any delays.
Liaise with technical officers and counterparts to expedite project implementation and meet targets.
Assist in resource programming and control, preparing budget estimates and expenditure forecasts.
Provide administrative support for cooperation activities related to skills development, employment, and enterprise development.
Participate in and contribute to conferences, workshops, and training sessions, representing the project as needed.
Brief ILO specialists and draft official correspondence and reports.
Prepare technical reports and periodic progress updates on project activities.
Perform additional duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a first-level university degree in economics, public policies, development studies, or a related field. An advanced degree in labor economics is highly desirable. Candidates should have a strong understanding of project management principles and practices, particularly in the context of development cooperation. Knowledge of skills development, vocational education, and sustainable enterprise development is essential. Familiarity with the policy-making process and procurement procedures is advantageous.
Educational Background: A first-level university degree in a relevant field such as economics, public policies, or development studies is required. An advanced degree in labor economics or a related discipline would be considered a strong asset, enhancing the candidate's qualifications for the role.
Experience: A minimum of two years of professional experience at the national level in project management, implementation, monitoring, and evaluation is required. Experience working with policy-making institutions or development partners is beneficial. Prior experience in the HoReCa sector will be considered an asset, providing valuable insights into the specific challenges and opportunities within this industry.
