Job Overview:
The IT Manager will oversee the management of information technology and communication systems within the WHO's operations in the Democratic Republic of the Congo. This role involves ensuring the stability and security" style="border-bottom: 1px dotted #007bff !important;">security of email services, remote access installations, and mobile messaging configurations. The IT Manager will also contribute to the installation and administration of data center servers, storage components, and associated applications. The position requires a proactive approach to prevent issues and outages on the local area network (LAN) through monitoring and preventive maintenance. Additionally, the IT Manager will be responsible for providing support to IT focal points in remote country offices and organizing training workshops for end-users on various IT systems and applications.

Duties and Responsibilities:
  • Supervise assistants and ensure the delivery of stable and secure email services, including remote access installations and mobile messaging configurations.
  • Contribute to the installation and administration of data center servers and associated applications.
  • Administer and monitor backup systems and related security operations.
  • Design, install, and maintain the country office's network services.
  • Plan and implement daily operations of network services at the office.
  • Install and maintain servers.
  • Develop and deploy automated monitoring and analysis tools.
  • Prevent issues and outages on the LAN through proactive monitoring and preventive maintenance.
  • Prepare and disseminate monthly statistics on the availability and performance of LAN services. 1
  • Analyze and report issues encountered on the LAN, propose and implement solutions or improvements. 1
  • Provide support to IT focal points in remote country offices. 1
  • Organize internal thematic training workshops for end-users on IT systems and applications (e.g., MS Office, MS SharePoint). 1
  • Perform other tasks as needed.

Required Qualifications:
Essential: A first university degree or equivalent, or for internal candidates, equivalent professional training or self-learning experience in IT or a related field. Desirable: Certifications in ITIL, COBIT, Microsoft, and CISCO will be an asset. Skills: Knowledge of system architecture, provision, hosting, operation, management, implementation, and maintenance of IT and communication infrastructure, including service request management; software support and applications; and enterprise and health information systems. Demonstrated technical expertise to provide quick solutions and respond to technical inquiries from others. In-depth knowledge and experience of LAN/WAN architecture, configuration, and administration; TCP/IP protocols; firewalls; router management; active directory services; DNS and DHCP; and experience in network management and operations.

Educational Background:
Essential: A first university degree or equivalent in information technology, computer science, or a related field. Desirable: Professional certifications such as ITIL, COBIT, Microsoft, or CISCO are advantageous.

Experience:
Essential: At least ten (10) years of relevant experience in managing IT hardware, software, network administration, and communication technology. Desirable: Experience working with United Nations agencies would be an additional advantage.

Languages:
Essential: Expert knowledge of French. Desirable: Intermediate knowledge of English is preferred.
