Job Overview: The Country Technical Manager for Panama will be responsible for overseeing the implementation of the anticipated CDC PEPFAR HIV Prevention, Care, and Treatment Program in Central America. This five-year program, with a budget of $85 million, aims to enhance the capacity of Panama and other Central American countries to address gaps in HIV prevention, diagnosis, and treatment. The manager will design and implement strategic activities to prevent new infections, increase knowledge of HIV status, improve treatment outcomes for people living with HIV, and enhance the skills of healthcare workers involved in HIV services. The role requires a passionate and dedicated professional to help build a world where crises give way to resilience and all people thrive.
Duties and Responsibilities: The Country Technical Manager will lead the implementation and management of comprehensive HIV prevention, testing, care, and treatment interventions. Key responsibilities include: 1) Leading the application of technical approaches for scaling comprehensive HIV testing and prevention services; 2) Coordinating with regional leads to contextualize and implement testing and prevention methods; 3) Overseeing the implementation of treatment methods; 4) Ensuring linkage of at-risk populations to prevention services; 5) Increasing access to HIV testing through case-finding strategies; 6) Fostering an enabling environment for service provision; 7) Coordinating with CDC for program assistance; 8) Strengthening partnerships with private sector stakeholders; 9) Developing sustainable activities with community organizations; 10) Supporting integration of testing and prevention protocols into national guidelines; 11) Overseeing training and mentorship of front-line providers; 12) Coordinating with other partners and stakeholders.
Required Qualifications: Candidates must possess a Master’s degree or higher in Public Health, Social and/or Behavioral Sciences, or a related field, with a focus on community-level health promotion or education. Additionally, a minimum of six years of professional experience is required, including three years in implementing US government-funded HIV programs, preferably with PEPFAR experience. Candidates should demonstrate knowledge of combination HIV prevention, testing, care, and treatment interventions, as well as experience in capacity building for staff and stakeholders. Substantial experience in Panama is required, along with effective communication skills and a passion for the mission of Global Communities.
Educational Background: A Master’s degree or higher in Public Health, Social and/or Behavioral Sciences, or a related field is required. Significant practical experience may be considered in lieu of formal education.
Experience: Candidates should have a minimum of six years of professional experience, with at least three years in implementing HIV testing, care, and treatment programs funded by the US government, particularly with PEPFAR. Experience working with community-based organizations targeting key populations and people living with HIV is preferred, along with supervisory experience.
Languages: Full Professional Proficiency in spoken and written Spanish is required. Knowledge of additional languages may be beneficial but is not mandatory.
