As a voluntary membership-based organization, ISSA provides knowledge-based services to support its members in achieving excellence in social security administration. The ISSA implements a triennial programme of technical and regional activities to address the diverse needs and priorities of its global membership.
Job Overview: The position is located in the Secretary General’s office (SGO) of the ISSA. The incumbent will be responsible for managing relations with over 100 ISSA member institutions in Africa. This includes conducting member needs analysis, providing responsive member services, and overseeing member retention and recruitment efforts. The role also involves coordinating the planning and implementation of the ISSA regional programme of activities in collaboration with regional structures, developing partnerships with regional organizations, and managing the ISSA Regional Social Security Forum for Africa, which is a key event in the region. The incumbent will leverage their knowledge of the regional membership to support ISSA's technical activities and provide advice for programme development, ensuring that the needs of the members are met effectively.
Duties and Responsibilities: The incumbent will coordinate and develop relations with ISSA membership in Africa, analyzing member needs and providing proactive guidance on ISSA products and services. They will track and document participation of African member institutions in ISSA activities, strengthen their knowledge of ISSA services, and develop tailored activities to enhance engagement. The role includes expanding ISSA membership in Africa through recruitment activities, supporting the implementation of ISSA activities via outreach and tailored promotions, and coordinating regional structures to ensure alignment with member needs and ISSA objectives. The incumbent will also project manage the ISSA Regional Social Security Forum for Africa, ensuring high-quality technical debates and networking opportunities. Additionally, they will contribute to partnership activities with regional organizations and provide strategic advice to ISSA management regarding member relations in Africa. The role requires preparing statements, speeches, and correspondence for the Secretary General and ISSA President, as well as contributing to various ISSA activities and projects as needed.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in public administration, economics, political science, law, or a relevant field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should have at least seven years of relevant professional experience in social security administration or a government agency, including experience at the international level.
Educational Background: An advanced university degree (Master’s or equivalent) in public administration, economics, political science, law, or a relevant field is required. A first-level university degree (Bachelor’s or equivalent) in one of these fields, along with two additional years of relevant experience, is also acceptable.
Experience: Candidates must have a minimum of seven years of relevant professional experience in social security administration or within a social security government agency, including experience at the international level. This experience should encompass a deep understanding of social security policies and administration challenges, particularly in the African context.
Languages: Excellent command of both English and French is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
