The ISSA adopts a triennial program of technical and regional activities to adequately respond to the diverse needs and priorities of its member institutions worldwide.
Job Overview: The position is assigned to the Office of the Secretary General of the International Social Security Association (ISSA). The incumbent will be responsible for managing relationships with over 100 ISSA member institutions in Africa, focusing on analyzing member needs, providing tailored services, and enhancing member recruitment and retention. Additionally, the incumbent will coordinate the planning and implementation of the ISSA's regional program of activities in collaboration with regional structures, and will organize activities related to partnerships with regional organizations in Africa. The role also involves managing the Regional Social Security Forum for Africa, which is the ISSA's main event in the region, and supporting technical activities of the ISSA while advising on program development based on specific knowledge of member institutions in the region.
Duties and Responsibilities:
Coordinate and develop relationships with ISSA member institutions in Africa, including analyzing their needs, proactively assisting members in utilizing ISSA products and services, responding to member requests, retaining members, and institutional communication regarding membership status and leadership changes.
Develop methods and approaches to track and document the participation of African member institutions in ISSA activities, enhance their understanding of ISSA activities and services, and create tailored proposals and activities to strengthen their commitment to ISSA.
Increase knowledge about social security policy, institutional challenges, best practices, priorities, and needs of African members.
Work to increase the number of ISSA members in Africa through recruitment activities in collaboration with regional structures.
Collaborate in executing a wide range of ISSA activities by facilitating access for African member institutions and promoting exchanges, including specific outreach and promotional initiatives, recommending speakers, and proposing examples of best practices.
Coordinate ISSA's regional structures in Africa and provide guidance for implementing activities that address expressed needs of member institutions and meet objectives set in the ISSA Program and Budget.
Manage the organization of the ISSA Regional Social Security Forum for Africa, contributing to ensure the technical level of discussions, providing networking opportunities, and ensuring member satisfaction.
Contribute to ISSA's partnership activities by establishing institutional relationships with regional organizations, including the African Union (AU), the Inter-African Conference on Social Security (CIPRES), and the African Social Security Association (ASSA).
Provide advice and support to the ISSA management team on strategic and political aspects of relationships with African member institutions. 1
Prepare statements, speeches, and correspondence for the Secretary General and the President of ISSA. 1
Contribute to ISSA activities and projects, and perform other tasks as requested by the Secretary General or the Head of the Secretary General's Office.
Required Qualifications:
Advanced university degree (master's or equivalent) in public administration, economics, political science, law, or another relevant discipline. A first-level university degree (bachelor's or equivalent) in one of the mentioned fields or another relevant discipline, combined with two additional years of relevant experience, may be accepted in lieu of an advanced degree.
At least seven years of relevant experience in a social security administration or a governmental social security agency, including in an international context.
Educational Background: Candidates must possess an advanced university degree (master's or equivalent) in fields such as public administration, economics, political science, law, or other relevant disciplines. Alternatively, a first-level university degree (bachelor's or equivalent) in a relevant field combined with two additional years of relevant experience may be accepted.
Experience: The position requires a minimum of seven years of relevant experience in social security administration or a governmental social security agency, including experience in an international context.
Languages: Fluency in English and French is required. Excellent command of both languages is essential for effective communication and documentation.
Additional Notes: The contract type is fixed-term for 12 months, renewable based on various conditions including availability of funds, ongoing need for the functions performed, and satisfactory performance and conduct. All contracts/extensions are governed by the ILO Staff Regulations and other applicable internal rules. Candidates must complete an online application form.
