Job Overview:
The Administrative Officer position within WHO's Health Emergencies Programme in Gaziantep is crucial for the operational support of emergency activities. The role involves managing administrative services, budgeting, finance, human resources, logistics, and security" style="border-bottom: 1px dotted #007bff !important;">security for the Gaziantep Field Presence. The incumbent will assist in the implementation of WHO's Whole of Syria emergency operations, ensuring compliance with organizational rules and regulations. This position requires a proactive approach to administrative actions, coordination of agreements, and support for financial audits. The Administrative Officer will also contribute to drafting essential documents, including project proposals and reports, and will play a key role in ensuring the smooth operation of the office during health emergencies.
Duties and Responsibilities:
The duties and responsibilities of the Administrative Officer include:
- Assisting the Administrative Officer in managing and controlling all administrative services and operations, including budgeting and finance.
- Providing guidance to team members on administrative and financial rules and regulations.
- Developing standard operational procedures to ensure compliance with WHO's rules and regulations.
- Coordinating administrative arrangements for emergency operations, including processing agreements and contracts.
- Establishing tracking mechanisms for administrative actions.
- Carrying out procurement actions and managing contracts for services or goods.
- Supporting assurance activities, including financial audits of service delivery contracts.
- Documenting best practices and lessons learned for continuous improvement.
- Contributing to the drafting of project proposals, reports, and dashboards. 1
- Assisting with quarterly grant management reviews. 1
- Performing other relevant duties as assigned.
Required Qualifications:
The required qualifications for the Administrative Officer position include:
- A first university degree (bachelor's or equivalent) in public or business administration, human resources, logistics management, or social sciences.
- An advanced university degree (master's level or above) in Business Administration, Management, Human Resources, or related fields is desirable.
- A minimum of one year of relevant experience in operations and administration, particularly in budget and finance, human resources, logistics, or building management services.
- Experience with Enterprise Resource Planning (ERP) systems, such as Oracle, is essential.
- Knowledge of administrative and management principles and practices, as well as WHO or UN agency procedures, is beneficial.
Educational Background:
Candidates must possess a first university degree (bachelor's or equivalent) in a relevant field such as public or business administration, human resources, logistic management, or social sciences. An advanced degree (master's level or above) in Business Administration, Management, Human Resources, or related fields is considered desirable and may enhance the candidate's profile.
Experience:
The position requires a minimum of one year of relevant experience in operations and administration, particularly in implementing budget and finance, human resources, logistics, and building management services for a technical program. Experience in using Enterprise Resource Planning (ERP) systems, such as Oracle, is essential. Desirable experience includes working with WHO, other UN agencies, or relevant non-governmental organizations in the health sector.
Languages:
The mandatory language requirement for this position is expert knowledge of English. Additionally, intermediate knowledge of Arabic and Turkish is desirable, as it would facilitate communication in the local context and enhance collaboration with stakeholders.
Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of Turkey will be accepted. The remuneration for this position starts at an annual base salary of USD 28,535, subject to mandatory deductions for pension contributions and health insurance. The position offers 30 days of annual leave. The vacancy notice may be used to fill other similar positions at the same grade level.
