Job Overview:
The MEAL Enumerator position at IOM is crucial for the monitoring and evaluation of the organization's activities. The role involves conducting both remote (telephone-based) and in-person interviews with beneficiaries, as well as direct observation to gather quantitative and qualitative data. The Enumerator will work under the overall supervision of the Monitoring and Evaluation (M&E) Officer and directly report to the Senior M&E Associate. The primary expectation from this position is to ensure accurate data collection and analysis to support IOM's mission of promoting humane and orderly migration. The Enumerator will also participate in the implementation of accountability mechanisms, ensuring that beneficiaries' feedback is collected and documented effectively. This role is essential for enhancing the quality of IOM's programs and ensuring that they meet the needs of the communities served.

Duties and Responsibilities:
The MEAL Enumerator will undertake a variety of tasks, including: conducting in-person monitoring of IOM activities such as distributions, trainings, and awareness-raising sessions; administering interviews with beneficiaries through both telephone and in-person modalities; managing quantitative and qualitative data collection for IOM projects during various monitoring phases; supporting the organization and documentation of focus group discussions (FGDs); ensuring the appropriate tools are used for data collection and verifying them with the Senior M&E Associate; utilizing M&E devices for data collection and managing them effectively in the field; obtaining beneficiary consent prior to interviews and adhering to confidentiality and security" style="border-bottom: 1px dotted #007bff !important;">security protocols; performing initial data quality reviews before submission; cleaning and analyzing collected data; preparing draft monitoring reports; collecting and documenting beneficiary feedback during field visits; conducting follow-up calls to beneficiaries; assisting in information provision sessions; distributing visibility materials in the field; and completing any additional tasks assigned by line managers. The Enumerator may also perform other duties as required.

Required Qualifications:
Candidates for the MEAL Enumerator position should possess strong analytical skills, attention to detail, and the ability to work independently as well as part of a team. They should demonstrate accountability, adaptability, creativity, and professionalism. Effective communication skills are essential, along with the ability to manage time and organize tasks efficiently. The role requires a commitment to upholding the dignity and rights of beneficiaries, as well as a strong understanding of ethical data collection practices.

Educational Background:
A minimum of a bachelor's degree in social sciences, statistics, or a related field is required for the MEAL Enumerator position. Candidates with relevant academic backgrounds or certifications in monitoring and evaluation, data analysis, or research methodologies will be preferred. Additional training or coursework in humanitarian assistance or migration studies may also be beneficial.

Experience:
The ideal candidate should have at least one year of experience in monitoring and evaluation, data collection, or a related field. Experience working with vulnerable populations or in humanitarian settings is highly desirable. Familiarity with data analysis software and tools, as well as previous experience in conducting interviews or focus group discussions, will be advantageous for this role.

Languages:
Fluency in Turkish is mandatory for this position, as it is essential for conducting interviews and interacting with beneficiaries. Proficiency in English is also required, as it may be necessary for reporting and documentation purposes. Knowledge of additional languages spoken by migrant populations in the region would be considered an asset.

Additional Notes:
This position is a volunteer assignment, not employment, and the selected candidate will be responsible for arranging their own housing and living essentials. The monthly living allowance is USD 968.81, paid in Turkish Lira, along with private insurance coverage for health, dental, life, and dismemberment. An entry allowance of USD 400 and an exit allowance of USD 134.56 per month will be provided upon satisfactory completion of the assignment. Volunteers will accrue 2.5 days of annual leave per calendar month and will have free access to various learning platforms and the UN & UNV network. It is important to note that UNV assignments are not compensated as salaries, and an additional IOM security clearance may be required for shortlisted candidates.
