Job Overview:
The National Professional Officer position is designed to provide comprehensive support to the Operations Officer and the Procurement & Travel Specialist within the WHO Nigeria office. The incumbent will be responsible for overseeing travel logistics, ensuring compliance with travel policies, and facilitating protocol services for high-profile visitors. This role requires a proactive approach to managing travel arrangements, processing visas, and maintaining effective communication with various stakeholders, including embassies and government agencies. The officer will also support general administrative tasks, contributing to the smooth operation of the Travel and Protocol Unit. The position demands a high level of organization, attention to detail, and the ability to work collaboratively in a dynamic environment.

Duties and Responsibilities:
  • Provide logistical support for the arrival and departure of WHO officials and special invitees at the airport, ensuring a smooth transition.
  • Facilitate the issuance of visas on arrival for guests arriving on short notice.
  • Ensure all travel itineraries are approved by the Operations Officer or designated official.
  • Coordinate travel arrangements for WHO staff and their family members, both domestically and internationally.
  • Serve as a backup for team members in similar or different positions within the WCO.
  • Ensure compliance with the WHO Travel Policy.
  • Assist in the production of reports and statistics related to travel when required.
  • Drive the official vehicle for travel and protocol assignments under special approval.
  • Facilitate contacts with embassies and international agencies for protocol services. 1
  • Maintain regular liaison with the Ministry of Foreign Affairs and Nigeria Immigration Authority regarding visa processing and work permits. 1
  • Support the preparation and organization of protocol aspects for official events. 1
  • Provide general administrative support, including photocopying, filing, and document dispatch. 1
  • Process official vehicle plate numbers and driver’s licenses through relevant authorities. 1
  • Assist in customs clearance for shipments by submitting applications to the Ministry of Foreign Affairs. 1
  • Perform any other duties as assigned by the Operations Officer.

Required Qualifications:
  • Completion of secondary school followed by administrative training is essential.
  • A diploma in a relevant field is desirable.
  • Training in UN systems is an advantage.
  • Proven skills in drafting and editing letters are required.
  • Excellent communication and diplomatic skills are essential, along with the ability to engage with a wide range of stakeholders.
  • Strong interpersonal skills and the ability to work effectively as part of a team are crucial.
  • Proficiency in Microsoft Word and Excel is necessary.
  • Qualified driving skills are required for the position.

Educational Background:
The educational background required for this position includes the completion of secondary education, followed by specialized administrative training. A diploma in a relevant field is considered desirable, and training in UN systems can provide an added advantage. Candidates should possess proven skills in drafting and editing correspondence, which is essential for effective communication within the organization.

Experience:
Candidates must have a minimum of 3 years of relevant experience in a recognized public or private institution. Experience within the UN system is highly valued, particularly knowledge of its rules, regulations, procedures, and practices related to administrative work. Additional experience in other areas of administrative functions is also desirable, as it can enhance the candidate's ability to perform the duties required in this role.

Languages:
Fluency in written and spoken English is essential for this position. Candidates should possess expert knowledge of the English language to effectively communicate and engage with various stakeholders. While English is the mandatory language, knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This position offers an annual base salary starting at USD 14,671, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
