Job Overview:
The Construction Site Engineer will play a crucial role in overseeing the construction of a new shared Field Office Premise in Jijiga, Somali region. This position involves day-to-day site supervision and coordination of activities between the Quality Assurance Contractor and the Construction Contractor. The engineer will be responsible for ensuring that all construction activities comply with UNICEF norms and standards, including child-friendly and accessibility requirements. The role requires a strong focus on quality assurance, monitoring, and compliance with eco-efficiency and climate-smart building standards. The Construction Site Engineer will also be involved in the preparation of design and technical documents, procurement processes, and contract management, ensuring that all activities align with UNICEF's mission to improve the welfare of children and families in Ethiopia.

Duties and Responsibilities:
  • Preparation of design and technical documents for re/construction-related activities, including defining deliverables and payment modalities, and ensuring compliance with UNICEF norms and standards.
  • Support procurement processes by conducting market surveys, preparing tender documents, and evaluating technical proposals.
  • Monitor and ensure quality assurance of re/construction activities through regular site visits, technical meetings, and compliance checks with health and safety standards.
  • Certify payments and monitor expenditures related to re/construction activities.
  • Provide support to the UNICEF Contract Administrator in contract management and ensure all documentation is complete and archived.
  • Participate in the reception of works and prepare final completion reports with lessons learned.

Required Qualifications:
The ideal candidate should possess strong technical skills in construction management, engineering principles, and project oversight. They should have a thorough understanding of UNICEF's norms and standards, particularly in relation to child-friendly and accessible construction practices. The candidate must demonstrate excellent communication and coordination skills to effectively liaise with contractors, government counterparts, and other stakeholders. Additionally, proficiency in monitoring and evaluation techniques is essential for ensuring compliance with project timelines and quality standards.

Educational Background:
A degree in Civil Engineering, Construction Management, or a related field is required. Advanced degrees or certifications in project management or construction engineering would be advantageous. The candidate should have a solid understanding of engineering principles and practices, particularly in the context of humanitarian and development projects.

Experience:
Candidates should have a minimum of 5 years of relevant experience in construction management, site supervision, or engineering roles. Experience working with international organizations or in humanitarian contexts is highly desirable. Familiarity with local construction practices and regulations in Ethiopia will be an added advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Ethiopia would be beneficial and is considered a plus, as it would facilitate communication with local stakeholders and communities.

This position is reserved for UNICEF National staff from East and Southern Africa, as well as the Middle East and North Africa. The role is full-time and involves significant fieldwork, requiring the candidate to be adaptable and responsive to the dynamic environment of construction projects.
