Job Overview: The Chef d'équipe PEP (Polio Eradication Programme) will coordinate all activities related to polio eradication in the Democratic Republic of the Congo (RDC). This position involves representing WHO to partners of the Global Polio Eradication Initiative (GPEI) within the country and serving as the principal advisor to the Director General on all aspects of polio eradication. The role requires leading the WHO's polio eradication efforts, ensuring effective communication and collaboration with national health authorities, and overseeing the strategic and operational supervision of polio outbreak response operations. The Chef d'équipe will also be responsible for developing national outbreak response plans, coordinating with various stakeholders, and ensuring high-quality surveillance and response activities are implemented according to national and regional strategies.
Duties and Responsibilities:
Lead the WHO's polio eradication efforts in the country and liaise with GPEI partners at the county and regional levels.
Provide direct feedback to GPEI on outbreak response progress, challenges, and potential solutions.
Support the national WHO office in the strategic and operational supervision of polio outbreak response operations, ensuring they meet the population's needs and align with the Ministry of Public Health's plans.
Direct and guide GPEI strategies for outbreak response and provide technical support for intervention activities.
Foster close coordination with the Ministry of Public Health, health partners, and contribute to the coordination of health actors with the GPEI coordinator.
Collaborate with the Ministry of Health and GPEI partners to develop a national outbreak response plan, including budget, activity timeline, and human resource plan, adjusting as necessary.
Work with the Ministry of Health and GPEI partners to establish outbreak response structures that include components such as outbreak investigation, immunization, surveillance strengthening, and routine immunization enhancement.
Collaborate with the Ministry of Health and GPEI partners to produce updates on outbreak response activities for distribution to relevant partners.
Organize periodic external evaluations of outbreak responses and document the closure of outbreaks. 1
Assess accessibility and safety situations and engage appropriate partners to discuss special strategies and resources needed to reach populations in insecure and hard-to-reach areas. 1
Collaborate with communication, social mobilization, and community engagement teams to prepare a comprehensive communication plan for outbreak response. 1
Ensure logistical aspects of the outbreak response expected from WHO are managed efficiently. 1
Implement high-quality surveillance and response activities in line with national plans and regional strategies. 1
Review donor products and provide strategic advice on resource mobilization and proposal development. 1
Undertake other tasks and responsibilities as requested by country office heads, the regional director, and other partners to contribute to the success of the outbreak response. 1
Perform any other duties assigned by the supervisor.
Required Qualifications: Education: Essential - Advanced university degree in medicine and specialization in public health. Desirable - Specialized training in public health or other medical specialties. Experience: Essential - At least ten (10) years of progressively responsible professional experience in disease management, particularly in investigation, surveillance, and control, as well as strategy formulation and action planning for disease prevention programs. Good international and/or regional professional experience in providing technical advice and services to national counterparts and other partners in combating communicable and non-communicable diseases. Experience in supervising, managing, and leading a team. Desirable - Experience working with bilateral or multilateral organizations would be an asset, as well as managing and leading a team to achieve results.

Additional Notes: The remuneration for this position comprises an annual base salary starting at USD 92,731, subject to mandatory deductions for pension contributions and health insurance. A variable post adjustment reflects the cost of living in the duty station, currently amounting to USD 5,154 per month. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
