Job Overview: The National Consultant for Developing the National Immunization Strategy (NIS) will provide technical guidance to the government of Egypt in creating a new NIS that aligns with WHO guidelines. This role is critical in enhancing the immunization programs aimed at preventing diseases through vaccination. The consultant will work closely with the Ministry of Health and Population (MoHP) to ensure that the new strategy is comprehensive, evidence-based, and effectively addresses the immunization needs of the population. The consultant will be responsible for conducting a situational analysis, developing a strategy framework, and establishing a monitoring and evaluation (M&E) framework to track progress. Additionally, the consultant will finalize cost estimates and develop a budget for the new strategy, ensuring that all stakeholders are engaged throughout the process.
Duties and Responsibilities: The consultant will be tasked with several key outputs: 1) Conducting a situational analysis and developing a strategy framework, which includes setting up an NIS Development Team, conducting a situation analysis of the immunization system, and defining strategies to achieve the NIS vision. 2) Developing a monitoring and evaluation framework for action, identifying high-level indicators and milestones, and creating an NIS scorecard in consensus with stakeholders. 3) Finalizing cost estimates and developing a budget for the new strategy, including preparing cost estimates using the NIS.Cost tool and conducting budget dialogues with government and partners. 4) Finalizing the NIS and the EPI Annual operational plan, supporting meetings to present the final NIS, and preparing the EPI Annual Operation Plan. 5) Supporting scientific writing, evidence gathering, and institutional strengthening of the National Immunization Technical Advisory Group (NITAG), which includes assisting in research, drafting reports, and gathering local evidence on vaccine-preventable diseases.
Required Qualifications: The position requires a university degree in Medicine as an essential qualification. A Master's degree in Public Health (MPH) or Epidemiology is desirable. The consultant must have at least five years of experience working in public health programs, particularly in developing strategies and frameworks. A good knowledge of the Expanded Program on Immunization (EPI) and program planning and budgeting is also essential. Additionally, the consultant should possess strong technical skills, including proficiency in Microsoft Office applications, knowledge of the country's health system, and the ability to provide sound technical advice and develop plans.
Educational Background: The educational background required for this position includes a university degree in Medicine, with a preference for candidates holding a Master's degree in Public Health or Epidemiology. This educational foundation is crucial for understanding the complexities of public health and immunization strategies.
Experience: The consultant is expected to have a minimum of five years of experience in public health programs, specifically in developing strategies and frameworks. This experience should include a solid understanding of the EPI and program planning and budgeting, which are vital for the successful execution of the National Immunization Strategy.
Languages: Fluency in both English and Arabic is mandatory for this position. The consultant must possess excellent knowledge of these languages to effectively communicate with stakeholders and produce high-quality documentation.
Additional Notes: The place of assignment for this consultancy is the World Health Organization (WCO) in Egypt. The selected consultant will be required to provide a medical certificate of fitness. It is important to note that the consultant is not expected to travel within the country. The remuneration for this position is set at EGP 274,727 per month, reflecting the expertise and responsibilities associated with this consultancy.
