In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Consultant will support the Bangladesh Bureau of Statistics (BBS) in financial management and administrative processes related to the 'Making Every Bangladeshi Woman and Girl Count' programme. This role is crucial for ensuring that the project adheres to the partnership agreement and organizational policies. The consultant will assist in day-to-day financial management, prepare financial reports, monitor expenditures, and support the National ProjectDirector in administrative tasks. The position requires a strong understanding of financial regulations and the ability to work collaboratively with various stakeholders to promote gender equality and women's empowerment in Bangladesh.
Duties and Responsibilities: The consultant will be responsible for assisting the National Project Director in implementing project activities in compliance with government rules and regulations. Key responsibilities include maintaining financial and administrative documents, preparing financial reports, reviewing financial transactions, monitoring expenditures, preparing VAT reimbursements, and supporting narrative progress reporting. Additionally, the consultant will handle regular administrative tasks such as record-keeping and drafting procurement request letters. The consultant will work closely with UN Women’s Deputy Representative, Programme Analyst-Gender Statistics, and relevant officials from BBS to ensure effective project implementation.
Required Qualifications: Candidates must possess a Master's degree or equivalent in finance, accounting, or a related field. Alternatively, a first-level degree (bachelor’s) combined with an additional 4 years of relevant experience will be accepted. Specialized national or international certification in accounting, finance, or procurement is considered an asset. The consultant should have strong knowledge of financial and procurement rules and regulations, both from the government and UN perspectives, as well as proficiency in IT tools and management systems.
Educational Background: A Master's degree or equivalent in finance, accounting, or similar fields is required. A first-level degree (bachelor’s) with additional relevant experience is also acceptable. Specialized certifications in accounting, finance, or procurement are advantageous.
Experience: The position requires at least 7 years of progressively responsible experience in finance, accounting, and procurement, particularly within government and UN systems. Candidates should have at least 5 years of demonstrated technical knowledge in gender equality and proven experience with office software packages and web-based management systems. Experience with ERP/Quantum and results-based management is a plus, as is previous work experience with the United Nations.
Languages: Fluency in English and Bangla is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: The consultancy assignment will commence in January 2025 and is expected to last for 6 months, concluding in June 202
The total work duration is 120 days, with deliverables evaluated on a monthly basis. The consultant will not receive Daily Subsistence Allowance (DSA) at the duty station, which is Dhaka. Any unforeseen travel outside the duty station, if required, will be covered by UN Women, and the consultant will receive a per-diem not exceeding the United Nations daily subsistence allowance rate.
