Job Posting Organization: Concern is a non-profit, non-governmental humanitarian organization established in 1968, dedicated to reducing suffering and ultimately eliminating extreme poverty in the world’s poorest countries. With a mission defined by the goal of ending extreme poverty, Concern operates in 21 countries, focusing on effective, evidence-based interventions that promote optimum health, particularly among the most poor and vulnerable populations. The organization supports health programs that include Nutrition and WASH, and also works in sectors such as Livelihoods and Education. Concern is committed to a values-driven culture where employees feel valued and are enabled to succeed in their work, contributing to the mission of reaching the furthest behind first.
Job Overview: The Health Advisor will be a key member of the Strategy, Advocacy and Learning (SAL) team, working closely with other Global Health Advisors across various themes including WASH, Nutrition, and Health. The primary responsibility of the Health Advisor is to ensure that Concern's countries of operation have the capacity to deliver high-quality, sustainable health interventions. This role involves providing technical support across a range of contexts—emergency, fragile/transitional, and stable development—with a focus on extremely poor and vulnerable populations. The Advisor will also contribute to organizational learning by documenting best practices and developing tools/resources for program staff and partners. Additionally, the Health Advisor will focus on the integration of health and nutrition within health programming and support advocacy efforts related to health and nutrition. The role also includes developing approaches to outbreak preparedness and response, which has become increasingly significant due to the impacts of climate change. The position anticipates up to 30% international travel.
Duties and Responsibilities: The Health Advisor will be responsible for providing technical support for country and regional health programs, focusing on health integration across nutrition and health. This includes conducting country technical health visits, developing country-specific health program development plans, and supporting health capacity building initiatives with Concern and partner organizations. The Advisor will contribute to developing Concern's approach to Outbreak Preparedness and Response, prepare technical standards for outbreak preparedness, identify health funding opportunities, and provide technical inputs for proposals and donor reports. They will work to ensure that health and nutrition programming is fully integrated across all stages of the program cycle, document and disseminate lessons learned, support monitoring and evaluation of health programs, maintain relationships with health agencies and donors, participate in annual health work planning, support recruitment of health staff, and assist in managing pharmacy and medical supplies.
Required Qualifications: The position requires a Master’s degree in public health, Infectious Diseases, or a similar field, along with an undergraduate degree in Nursing, Medicine, Public Health, or a related area. Candidates must possess strong knowledge of primary health care programming and health system strengthening, particularly in fragile or conflict-affected health systems. A minimum of 4-5 years of experience in managing health programs across various country contexts is essential, including design, implementation, and monitoring of programs, with some experience in Sub-Saharan Africa. Candidates should demonstrate competence in using quantitative, qualitative, and participatory methods for program planning, design, monitoring, and evaluation, as well as excellent interpersonal, communication, and writing skills in English.
Educational Background: Candidates must hold a Master’s degree in public health, Infectious Diseases, or a similar field, as well as an undergraduate degree in Nursing, Medicine, Public Health, or a related discipline. This educational background is crucial for understanding the complexities of health programming and the necessary interventions required in various contexts.
Experience: The Health Advisor position requires a minimum of 4-5 years of relevant experience in managing health programs across diverse country contexts. This includes experience in the design, implementation, and monitoring of health programs, with a particular emphasis on working in fragile or conflict-affected settings. Experience in Sub-Saharan Africa is also preferred, as it provides valuable insights into the challenges faced in these regions.
Languages: Fluency in English is mandatory, with excellent communication and writing skills required. Additionally, fluency in French is essential, particularly for candidates who have experience working in French-speaking humanitarian health contexts.
Additional Notes: The position is a two-year fixed-term contract with the possibility of extension. It involves up to 30% international travel, often to fragile contexts, sometimes on short notice and for extended periods. The role is full-time and may require participation in emergency response efforts as needed. Salary and terms are subject to change depending on the location of the position.
