Job Overview: The Project Officer will play a crucial role in the implementation of the Green and Digital TVET for Enhancing Employability in Iraq project, which is a collaborative effort between UNESCO and the European Union. This project aims to enhance the employability of Iraqi youth, particularly focusing on greening and digitalization in vocational education and training (TVET). The Project Officer will be responsible for coordinating project activities across various regions, ensuring alignment with the project's objectives, and fostering relationships with local authorities and stakeholders. The position requires a proactive approach to monitoring project progress, preparing reports, and supporting capacity-building initiatives for TVET trainers and administrators. The Project Officer will also contribute to the development of training materials and guidelines, ensuring that they are tailored to the needs of the targeted TVET institutions.
Duties and Responsibilities: The Project Officer will be tasked with a wide range of responsibilities, including but not limited to: assisting in the implementation of project outputs and activities; coordinating project activities across targeted regions; building and maintaining relationships with governmental directorates and local authorities; fostering relationships with key stakeholders; preparing project reports and presentations; supporting accurate documentation of project activities; monitoring project progress and outcomes; advising on budget codes and liaising with project assistants; organizing capacity-building workshops; contributing to the creation of training materials; checking contractor reports and invoices; organizing logistics for consultant visits; preparing quarterly progress and donor reports; undertaking field missions to monitor activities; and supporting additional tasks as requested by the Director and Project team.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in education, social sciences, engineering, or closely related fields. Alternatively, a first-level university degree in education combined with two additional years of qualifying professional experience may be accepted. The position requires a minimum of 2 years of progressively responsible relevant professional experience in education, particularly in the field of TVET, or closely related fields. A strong network within the Ministry of Education and the Ministry of Higher Education and Scientific Research is also essential. Candidates should demonstrate excellent organizational skills, a sound understanding of results-based management, and proven interpersonal and teamwork skills.
Educational Background: The educational background required for this position includes an advanced university degree (Master's or equivalent) in relevant fields such as education, social sciences, or engineering. A first-level university degree in education, combined with additional professional experience, may also be acceptable. This educational foundation is crucial for understanding the complexities of the TVET sector and effectively contributing to the project's goals.
Experience: The position requires a minimum of 2 years of relevant professional experience in education, particularly in the field of TVET. Candidates with a first-level university degree must have at least 4 years of experience. Experience within a UN entity and in education, training, and teacher capacity building is desirable. The candidate should have a strong network in the relevant ministries and demonstrate the ability to work efficiently under pressure in a multicultural environment.
Languages: Excellent knowledge of Arabic and English, both written and spoken, is mandatory for this position. Knowledge of other UNESCO official languages such as French, Chinese, Russian, and Spanish is considered a desirable qualification, enhancing the candidate's ability to communicate effectively in a diverse international context.
Additional Notes: This position is a project appointment with a duration of 1 year, with the possibility of extension subject to the availability of funds and satisfactory performance. The recruitment is open to both internal and external candidates, but only nationals of Iraq can apply. The role is full-time, and the approximate annual starting salary for this post is $51,693, along with benefits such as annual leave, family allowance, medical insurance, and a pension plan.
