Job Overview:
Under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, the successful candidate will support the development of Action contre la Faim's programs in the Democratic Republic of the Congo (RDC). The role involves ensuring that continuous and quality technical support is delivered to programs by the technical department heads, implementing necessary actions to ensure the technical quality of projects, and strategic development. The candidate will also actively participate in the technical management of the mission, closely collaborating with the Country Director. Specifically, the responsibilities include participating in the strategic vision and leadership of programs, guaranteeing the performance and quality of programs, managing the team, and acting as the Country Director upon request.

Duties and Responsibilities:
  • Participate in the strategic vision and leadership of programs, ensuring alignment with the organization's mission and objectives.
  • Guarantee the performance and quality of programs by implementing best practices and continuous improvement processes.
  • Manage the team effectively, fostering a collaborative and high-performance work environment.
  • Ensure that technical support is provided to all programs, facilitating capacity building and knowledge sharing among team members.
  • Act as the interim Country Director when required, maintaining operational continuity and leadership.
  • Collaborate with other departments to ensure integrated program delivery and resource optimization.
  • Monitor and evaluate program outcomes, providing feedback and recommendations for improvement.
  • Engage with stakeholders, including local authorities, partners, and beneficiaries, to enhance program visibility and impact.
  • Prepare reports and documentation as required for internal and external stakeholders, ensuring transparency and accountability.

Required Qualifications:
The ideal candidate must hold a Master's degree in nutrition, food security, and/or WASH (Water, Sanitation, and Hygiene) with a minimum of 3 to 5 years of field experience in humanitarian and/or development programs within international NGOs. A minimum of 1 year of experience in country-level coordination of humanitarian and/or development programs is required, including technical project supervision and strategic development. Strong management and leadership skills, along with excellent analytical abilities, are essential for this role. The candidate must demonstrate a commitment to the organization's values and principles.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as nutrition, food security, or WASH. This educational background is crucial for understanding the complexities of the programs and ensuring effective implementation and management.

Experience:
Candidates should have at least 3 to 5 years of relevant field experience in humanitarian and/or development programs, with a specific focus on international NGOs. Additionally, at least 1 year of experience in coordinating country-level programs is necessary, which includes overseeing technical aspects of projects and developing strategic initiatives.

Languages:
Fluency in both French and English is mandatory, with strong written and verbal communication skills in both languages. This proficiency is essential for effective collaboration and reporting within the organization and with external stakeholders.

The position is a fixed-term contract under French law for 12 months, starting from November 1, 2024, until October 31, 202
  • The gross monthly salary ranges from 3,392 to 4,355 euros, depending on experience, and includes a 13th month. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% salary increase every 12 months of continuous contract. Monthly per diem and living expenses are set at $974 net, paid on the ground, with additional contextual allowances of 150 euros (Kinshasa) or 450 euros (Goma). An annual child allowance of 1,500 euros per child is provided, with a maximum of 6,000 euros per year. The organization covers transportation and collective housing costs. Medical coverage includes 100% of health contributions and repatriation insurance. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks.
