In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

UN Women builds effective partnerships with civil society and other relevant actors to support Member States' priorities and efforts. The UN Women Office in North Macedonia is implementing the programme 'Promoting Gender Responsive Governance in North Macedonia,' funded by Sweden, which aims to ensure that women and girls benefit from accountable, transparent, and gender-responsive governance. This initiative builds on UN Women's past work and results achieved in promoting gender-responsive policy-making and budgeting, as well as transposing the EU Gender Equality Acquis into national strategies, policies, and actions. The program aligns with the UN Women Strategic Plan (2022-2025) and the UN Sustainable Development Cooperation Framework (2021-2025), and it aims to respond to the growing demand for expertise, knowledge, and tools for mainstreaming gender in strategic planning processes and public finance management.
Job Overview:
The position of National Consultant for Gender Statistics involves providing support to the State Statistical Office in North Macedonia for the upcoming publication 'Women and Men in North Macedonia 2024.' The consultant will be responsible for ensuring the continuity of published data while also presenting new content that provides insights into the demographic, educational, and economic characteristics of women and men in the Republic of North Macedonia. This role requires a deep understanding of gender statistics and the ability to work collaboratively with various stakeholders, including the State Statistical Office and UN Women. The consultant will report to the GEF Outcome Coordinator and will be guided by the UN Women Head of Office in the country. The consultant's work will include developing methodologies, reviewing previous publications, providing technical support for data enrichment, and modernizing the design and presentation of gender statistics.
Duties and Responsibilities:
The consultant will be expected to complete several key deliverables during the consultancy period. These include:
- Developing a methodology/concept based on recommendations for activities, which will be discussed and approved by UN Women and the State Statistical Office.
- Reviewing previous documents related to earlier publications of 'Women and Men' and preparing a work plan.
- Providing technical support for the use and enrichment of data in the upcoming publication in coordination with the State Statistical Office.
- Offering technical guidance and support for the modernization of the design and presentation of gender statistics, including recommendations, reviews, and written guidance.
- Identifying gaps and points of improvement for enhanced presentation of gender data.
- Delivering the digital publication to the State Statistical Office and preparing a final report for submission and approval by the UN Office in the country. The consultant's work will take place in North Macedonia, and they may be required to travel as part of their duties.
Required Qualifications:
The position requires a specialist or advisor level of expertise, with an advanced university degree in statistics, economics, international development, gender/women studies, public policy, or related fields. Candidates must have a minimum of 3 years of experience in preparing or contributing to national gender and Status of Women reports, conducting gender analysis, and engaging in gender research. Additionally, at least 2 years of work experience in developing or refining national gender statistics, undertaking gender reviews of statistical programs, and supporting the preparation of statistical monographs on gender equality issues is required. Candidates should also have experience in conducting needs and capacity assessments on applying international norms and standards on national gender statistics, as well as in capacity development related to aligning national statistics with gender-related Eurostat and SDG indicators and methodologies. Contributions to national publications, reports, or knowledge products on gender statistics are also essential.
Educational Background:
Candidates must possess an advanced university degree in relevant fields such as statistics, economics, international development, gender/women studies, or public policy. This educational background is crucial for understanding the complexities of gender statistics and the methodologies required for effective analysis and reporting.
Experience:
The position requires a minimum of 3 years of relevant experience in gender statistics, including preparing national reports and conducting gender analysis. Candidates should have at least 2 years of experience in developing national gender statistics and conducting gender reviews of statistical programs. Experience in capacity assessments and aligning national statistics with international gender-related indicators is also necessary.
Languages:
Fluency in English is required for this position. This includes excellent writing skills, as the consultant will be expected to produce high-quality reports and documentation. Knowledge of additional languages may be considered an asset but is not mandatory.
