Job Overview: The Polio Human Resources Officer plays a crucial role in the Polio Eradication Program (PEP), which aims to ensure that future generations are free from the threat of polio paralysis. This position involves monitoring and coordinating human resources activities in alignment with the PEP's objectives, which include interrupting poliovirus transmission and ensuring effective responses to outbreaks. The officer will work closely with the Technical Unit of the PEP and the Polio Incident Management Support Team (IMST) to facilitate timely recruitment processes, manage HR-related requests, and develop strategies for program transition. The role requires a proactive approach to managing HR aspects, advising staff and managers on HR issues, and supporting recruitment efforts for both staff and non-staff positions. The officer will also be responsible for briefing new recruits on employment conditions and entitlements, ensuring a smooth onboarding process.
Duties and Responsibilities:
Monitor and coordinate with the Technical Unit of the Polio Eradication Programme (PEP) regarding new positions in the Human Resources Plan, initiating actions such as advertisement and selection processes to ensure timely recruitment.
Assist the Polio Operation Team Lead and IMST Lead in following up on all HR-related requests, including contract extensions and recruitments, ensuring timely processing.
Manage all recruitment processes in the Global Management System (GSM), taking corrective actions and following up as necessary to expedite the process.
Brief newly recruited staff on employment conditions and entitlements, guiding them on their contractual status and addressing queries related to job descriptions and recruitment processes.
Advise staff and managers on HR management issues, particularly concerning contract management, entitlements, and benefits related to the polio transition.
Develop, plan, and implement an HR strategy for program transition, including timely communication to staff about contract end dates and transition arrangements.
Proactively manage all HR aspects of the program, collaborating closely with the HR Team on performance management, training and development, staffing, and contractual matters.
Serve as a resource for recruitment, participating in interview panels as an HR representative and drafting interview reports.
Support the recruitment and deployment of non-staff positions (consultancies, etc.) in line with the polio HR Surge. 1
Perform other duties as required.
Required Qualifications: Education: Essential - University degree in human resources management, business or public administration, administrative law, or any behavioral sciences. Desirable - Training in HR or recruitment processes and contract management; public health degree or certification. Experience: Essential - Minimum five (5) years of experience in personnel administration within an international organization. Desirable - Some experience in recruitment techniques and contract management. Skills: Ability to interpret Staff Rules and personnel policies, determine staff entitlements, counsel and communicate effectively, and demonstrate independent judgment.
Educational Background: Candidates must possess a university degree in human resources management, business or public administration, administrative law, or any of the behavioral sciences. For WHO staff, equivalent training and self-study may be considered. Additional desirable qualifications include training in HR or recruitment processes and contract management, as well as a public health degree or certification.
Experience: The position requires a minimum of five (5) years of experience in personnel administration within an international organization. Candidates with experience in recruitment techniques and contract management will be preferred, as these skills are essential for effectively managing the HR functions of the Polio Eradication Program.
Languages: Essential: Expert knowledge of French is required. Desirable: Intermediate knowledge of English is preferred, as it may facilitate communication within the organization and with international partners.
Additional Notes: The position offers a competitive remuneration package, including an annual base salary starting at USD 64,121, subject to mandatory deductions for pension contributions and health insurance. A variable post adjustment reflecting the cost of living at the duty station currently amounts to USD 3,564 per month. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
