Job Overview:
The Operations Team Lead will play a crucial role in the Polio Eradication Program (PEP), which aims to ensure that future generations are free from polio paralysis. This position involves overseeing financial, budgetary, and administrative procedures in alignment with WHO regulations. The Operations Team Lead will analyze and monitor the effectiveness of PEP, ensuring that approved work plans are delivered efficiently and that allocated funds are utilized appropriately. The role requires collaboration with national authorities and various stakeholders to support the eradication of polio, strengthen immunization systems, and enhance outbreak response capabilities. The Operations Team Lead will also be responsible for developing budgets, grant proposals, and reporting documents that meet donor and program needs, as well as ensuring compliance with WHO financial frameworks.

Duties and Responsibilities:
The Operations Team Lead will be responsible for a variety of tasks, including:
  • Planning, developing, and maintaining financial, budgetary, and administrative procedures for Sub offices in accordance with WHO Rules and Regulations.
  • Analyzing and monitoring the effectiveness of PEP, budgetary, financial, and administrative controls, providing suggestions for improvement.
  • Developing budgets and grant proposals that align with donor and program requirements.
  • Monitoring the implementation of PEP Awards and work plans in collaboration with technical programs, ensuring compliance with WHO financial frameworks.
  • Providing authoritative advice on financial and administrative policies applicable to PEP.
  • Reviewing and coordinating technical biennial work plans for the Polio Incident Management Support Team (IMST).
  • Ensuring the implementation of PEP's HR plan and developing staffing strategies.
  • Overseeing the procurement plan for goods and services and monitoring its implementation.
  • Liaising with GPEI partners to ensure effective operations in response, surveillance, and laboratory areas. 1
  • Expanding the use of digital finance tools for frontline health workers. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree in management, public finance, business administration, or a related field. Specialized training in emergency/humanitarian response or leadership/management is desirable. Essential qualifications include a minimum of seven years of progressively responsible administrative and managerial experience, particularly in public finance or international organizations. Candidates should have at least five years of experience in planning, monitoring, and evaluation of health-related programs, along with recognized senior leadership experience managing human and financial resources. Desirable qualifications include experience in policy and strategy development and field experience in public health or emergency response programs.

Educational Background:
An advanced university degree in management, public finance, business administration, or a related field is essential for this position. Specialized training in emergency/humanitarian response or leadership/management is considered desirable, enhancing the candidate's ability to perform effectively in this role.

Experience:
The position requires a minimum of seven years of relevant and progressively responsible experience in administrative and managerial roles, particularly in public finance or international organizations. Candidates should have at least five years of experience in planning, monitoring, and evaluation of health-related programs, with a proven track record in recognized senior leadership positions that involve managing both human and financial resources. Experience in policy and strategy development, as well as field experience in public health or emergency response programs, is also desirable.

Languages:
Expert knowledge of French is essential for this position, as it is the primary language of communication. Intermediate knowledge of English is desirable, providing an additional advantage in a multilingual work environment.

Additional Notes:
The remuneration for this position starts at an annual base salary of USD 77,326, with additional variable post adjustments reflecting the cost of living in Kinshasa. Benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
