Job Overview:
The Senior Budget & Finance Associate will play a crucial role in the Department of Business Operations (BOS) by providing efficient and effective support services to all programs and activities of the organization in the Eastern Mediterranean Region (EMR). This position is responsible for ensuring compliance with WHO’s financial regulations and rules, policies, and procedures while maintaining strong internal controls. The incumbent will manage work in the area of budget and finance, provide advisory services to budget centers, conduct analysis and forecasting, and engage proactively with stakeholders to identify training needs and improve business processes. The role requires a high level of analytical skills and the ability to produce detailed reports on financial management, ensuring that funds are utilized effectively and in accordance with specified purposes.

Duties and Responsibilities:
  • Provide knowledge and guidance in line with WHO’s policies and procedures, organizing and supporting the team in day-to-day management.
  • Offer advisory and problem-solving services to budget centers to resolve issues efficiently.
  • Participate in assigned service area processes by providing clearances and quality assurance.
  • Conduct analysis and forecasting for complex transactions.
  • Identify training needs and develop staff capacity.
  • Produce analytical reports on business processes and identify improvement opportunities.
  • Document and communicate business process changes to stakeholders.
  • Act as the unit focal point for implementing new tools in the assigned subject area.
  • Develop financial management reports and maintain the EMRO Financial Dashboard. 1
  • Update risk frameworks and conduct assessments of implementing partners. 1
  • Conduct assurance activities to ensure proper use of funds. 1
  • Respond to client queries and provide quality briefings on budget and finance issues. 1
  • Perform related duties to improve internal control and financial accountability.

Required Qualifications:
Essential qualifications include completion of secondary school with additional training in budget, finance, and accounting. A university degree in finance, accounting, commerce, business administration, or a related field is desirable, along with a fully or partly qualified professional accounting certification. Candidates must demonstrate knowledge of general accounting principles and possess excellent analytical skills, attention to detail, and the ability to interpret regulations and policies. Proactive problem-solving skills and the ability to maintain good working relationships with clients are essential.

Educational Background:
Candidates are required to have completed secondary education with additional training in budget, finance, and accounting. A university degree in a relevant field such as finance, accounting, or business administration is highly desirable. Professional accounting certification, whether fully or partly qualified, is also considered an asset for this position.

Experience:
The position requires at least 10 years of progressively responsible experience in budget, finance, accounting, and audit activities. Experience in at least one of the subject matter expertise areas such as assurance, data, reports, and systems, or emergency operations is essential. Desirable experience includes working in a United Nations or international non-profit organization in finance and accounting.

Languages:
Essential languages for this position include excellent knowledge of English and Arabic. Knowledge of French is considered an asset, enhancing the candidate's profile for this role.

Additional Notes:
The position offers an attractive remuneration package, starting with an annual net base salary of EGP 376,850, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave. This requisition will establish a roster of Senior Budget & Finance Associates to fill temporary and fixed-term positions.
