MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). The mission's objectives include supporting the Government of DRC in protecting civilians and stabilizing the region through the establishment of functional, professional, and accountable state institutions. MONUSCO aims to reduce threats posed by armed groups and violence against civilians, including sexual and gender-based violence. Job Overview:
The Monitoring and Evaluation Officer will work under the supervision of the Senior Gender Adviser and Chief of Gender Affairs Section. The role involves supporting the implementation of UN Security Council Resolutions on Women, Peace and Security, and ensuring that gender priorities are integrated into all mission components. The officer will lead knowledge management and data collection processes, support the crafting of gender analyses, and provide technical inputs for the rollout of gender markers in the mission. This position is crucial for advancing accountability for gender priorities and ensuring effective monitoring and evaluation of gender-related initiatives within the mission.

Duties and Responsibilities:
The Monitoring and Evaluation Officer will have a comprehensive set of responsibilities, including: supporting the implementation of UN Security Council Resolutions on Women, Peace and Security; guiding the implementation of DPO guidance on Gender in Peacekeeping Operations; advancing accountability for the mission’s gender priorities; leading knowledge management and data collection for the Gender Affairs Section; supporting mission components in crafting gender analyses; providing technical support to Gender Affairs Officers; monitoring and analyzing benchmarks for gender markers; contributing to the preparation of gender RBB budgets and log frames; facilitating monitoring and evaluation for UN Police and Force sections; drafting and editing inputs for mission reports; and performing other duties as required.

Required Qualifications:
Candidates must possess strong analytical skills, experience in gender mainstreaming, and a solid understanding of UN Security Council Resolutions related to Women, Peace and Security. They should demonstrate the ability to work collaboratively with various stakeholders and have experience in monitoring and evaluation processes. Proficiency in data collection and management, as well as excellent communication skills, are essential for this role.

Educational Background:
A relevant educational background is required, typically a degree in social sciences, gender studies, international relations, or a related field. Advanced degrees may be preferred, particularly for roles involving complex analysis and strategic planning.

Experience:
Candidates should have substantial experience in gender-related roles, particularly within peacekeeping or humanitarian contexts. Experience in monitoring and evaluation, as well as familiarity with UN processes and frameworks, is highly desirable. A proven track record of working in multi-disciplinary teams and managing projects effectively will be advantageous.

Languages:
Fluency in English is mandatory, and proficiency in French is highly desirable given the context of the Democratic Republic of the Congo. Knowledge of additional languages may be considered an asset.

Additional Notes:
The assignment is with family and is expected to last until 30 June 2025, with a possible extension until 30 June 2026, depending on funding availability and performance satisfaction. This position is full-time and may involve international recruitment.
