Job Overview:
The Head of Programmes (HoP) at COOPI is a pivotal role responsible for overseeing and coordinating all programs in Syria. The HoP will define program strategies, draft project narratives and budgets, and manage the supervision and monitoring of ongoing projects. This position requires close collaboration with the Head of Mission and involves significant interaction with donors and partners. The HoP will ensure that COOPI's programs align with the organization's mission and respond effectively to the humanitarian needs in Syria, particularly in light of the ongoing socio-economic crisis and the impacts of COVID-19 and cholera outbreaks. The role demands a proactive approach to project development, external coordination, monitoring and evaluation, and human resources management, ensuring that COOPI maintains its position as a key player in the humanitarian response in the region.

Duties and Responsibilities:
The duties and responsibilities of the Head of Programmes include leading the definition and implementation of the country program strategy, reviewing donor priorities, and developing new project proposals. The HoP will engage with donors and partners, manage donor visits, and represent COOPI in relevant forums. Additionally, the HoP will approve monitoring and evaluation plans, ensure quality assurance of reports, and carry out field monitoring missions. The role also involves identifying HR needs, participating in recruitment processes, providing training and mentorship to staff, and supporting communication and visibility efforts for COOPI in Syria. The HoP will ensure compliance with COOPI's and donor procedures and maintain high standards in project reporting and accountability.

Required Qualifications:
Candidates must possess a university master's degree in a relevant subject and have a minimum of 3 years of experience in project formulation, implementation, and coordination with international NGOs. Experience working with various donors, including ECHO, EU, AICS, and UN agencies, is essential. Candidates should have a strong understanding of humanitarian standards and principles, excellent report and proposal writing skills in English, and a proactive approach to planning and coordination. Strong managerial and leadership skills, along with the ability to handle stressful situations, are also required. Proficiency in IT and a commitment to COOPI's vision and mission are essential.

Educational Background:
A master's degree in a relevant field is required for this position. This educational background should provide the candidate with the necessary theoretical knowledge and practical skills to effectively manage and coordinate humanitarian programs in a complex environment like Syria.

Experience:
The position requires a minimum of 3 years of relevant work experience, particularly in project formulation, implementation, and coordination within international NGOs. Candidates should have a proven track record of working with various institutional donors and managing complex projects in challenging contexts.

Languages:
Fluency in English is mandatory, particularly in report and proposal writing. Knowledge of Italian is considered a plus, and previous experience in Somalia or the East Africa region is an asset.
