In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Country Programme Manager is responsible for the strategic positioning of UN Women in Honduras, leading and managing the country portfolio. This role involves translating UN Women’s Strategic Plan into development initiatives aligned with regional and national priorities. The manager will develop, implement, and manage programs while fostering effective partnerships with government counterparts, UN agencies, civil society organizations, and donors. The position requires a strong focus on promoting inter-agency partnerships and mobilizing resources to advance gender equality and women's empowerment in the country. The manager will also oversee the implementation of the country program's annual workplan, ensuring compliance with UN Women policies and donor requirements, and will be responsible for monitoring and reporting on program activities.
Duties and Responsibilities:
- Manage programme management in Honduras by overseeing the development, implementation, and monitoring of the country programme annual workplan, including budget and results framework. Ensure effective resource use and compliance with UN Women rules and donor requirements. Prepare for programme audits and implement recommendations.
- Provide technical support and capacity development to project/programme partners by leading the provision of substantive technical advice, developing policies and technical documents, and managing capacity building initiatives.
- Oversee the implementation of programme activities through monitoring and reporting, establishing effective monitoring systems, preparing progress reports, and organizing field missions.
- Manage people and financial resources of the programme, including budget management, financial reporting, and staff supervision.
- Participate in inter-agency and country coordination processes, providing leadership to the UN Country Team in advancing gender equality and women's empowerment.
- Build partnerships and implement resource mobilization strategies, coordinating efforts with UN agencies, governments, and civil society organizations.
- Oversee knowledge building and sharing, developing knowledge management strategies and communications initiatives to enhance programme performance.
Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage. Candidates should demonstrate excellent programme formulation, implementation, monitoring, and evaluation skills, as well as strong knowledge of gender equality and women's empowerment.
Educational Background:
A Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. Relevant project/programme management certifications are beneficial.
Experience:
At least 7 years of progressively responsible experience at the national and/or international level in the design, planning, implementation, monitoring, and evaluation of development projects is required. Candidates should have experience in establishing inter-relationships among international organizations and national governments, particularly in the field of gender and human rights of women. Experience in administrative systems and UN norms is an asset, as is experience in leading a team.
Languages:
Fluency in English and Spanish is required for this position. Knowledge of French and/or Portuguese is considered an asset, enhancing the candidate's profile for the role.

This position is open only to candidates who are nationals of Honduras. The appointment is fixed-term and budgeted through 31 December 2025, with no expectation of renewal or conversion.
