The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
Job Description
 
According to the Concept of Digital Transformation "Digital Kyrgyzstan 2019-2023" and the Decree of the President of the Kyrgyz Republic № 27 "On further measures to improve the availability and quality of state and municipal services to the population" from February 8, 2021, key and strategically important information systems such as the Interagency Electronic Interoperability System "Тunduk" and State Portal of Electronic Services are being actively implemented at present. The State Enterprise "Infocom" under the Ministry of Digital Development of the Kyrgyz Republic united five state enterprises in the field of IT, which are engaged in the development and support of the main information systems that ensure transparency and efficiency in all areas of state and municipal government. Technical support is required for the following strategically important information systems: The system of interdepartmental electronic interaction "Тunduk";
  • The State Portal of Electronic Services;
  • The Unified Identification System;
  • The State System of Electronic Messages;
  • The Register of E-government Infrastructure;
  • The Register of basic information resources;
  • National monitoring system.
  • The Ministry of Digital Development of the Kyrgyz Republic currently faces the task of:
  • Simplifying access to state and municipal services through digital solutions;
  • Optimizing the processes of state and municipal services and increasing the number of electronic services to create a favorable environment for citizens;
  • Creating conditions to train citizens in digital skills to obtain electronic services to increase the coverage of the population throughout the Kyrgyz Republic;
  • Improvement and simplification of processes in the Unified Identification System and connection of state information systems to the Unified Identification System to provide single authorized access to state and municipal services and services.
Objective of Assignment:  The Ministry of Digital Development seeks to engage the services of five IT business analysts who will carry out relevant activities together with the representatives of the State Enterprise “Infocom”. The work of the programmers shall be directly supervised by the Ministry of Digital Development and Economic and Environmental Department of the OSCE Programme Office in Bishkek. Tasks and Responsibilities: Under the overall supervision of the Programme Manager the successful candidate will be tasked with the following duties:​​​ Unified identification system
  1. Making proposals on information systems of state bodies to integrate with the unified system of identification
  2. Analysis of authorization processes in information systems of state bodies
  3. Drawing up business logic and re-engineering of authorization processes for citizens and businesses
  4. Drawing up terms of reference for integration of a unified system of identification with information systems of state bodies
Portal of Electronic Services
  1. Analysis of normative legal documents and service provision instructions
  2. Making proposals for public services that must be implemented in digital format
  3. Developing the business logic and re-engineering the processes of providing services through the public portal of electronic services
  4. Developing the business logic and re-engineering of the service delivery processes through the Population Service Centers
  5. Development of the technical documentation of the services provided by the public portal of electronic services

  • Citizen of the Kyrgyz Republic;
  • Absence of a criminal record;
  • Higher education diploma;
  • Practical experience as a project coordinator in state enterprises – at least 2 years;
  • Relevant experience of participation in projects with IT component, in the role of analyst on integration projects in government agencies, banks, large system integrators or telecommunications companies (at least 2 years);
  • Experience and knowledge of approaches to the collection, analysis, description of functional and non-functional requirements;
  • Experience of working for government agencies (mandatory);
  • Experience in writing terms of references, development of regulatory and project documentation government agencies;
  • Experience of interaction with developers (setting tasks and receiving results);
  • Knowledge of Tunduk system, State Identification System and the State Portal of Electronic Services;
  • Analytical mind, a systematic and proactive approach, responsibility, and ability to work both independently and in a team;
  • Knowledge of methodology for collecting information, its analysis and formalization;
  • Knowledge of the basics of programming, building algorithms and testing;
  • Skills of structured presentation of information and good communication skills.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
