Job Description
 
Under the ExB project “Capacity Building of Customs officers from Kyrgyzstan and Afghanistan”, PMD is tasked with providing support to the State Customs Service under the Government of the Kyrgyz Republic (SCS) and Afghan Customs Department (ACD) on providing advance training and developing new training curricula. The PMD needs to recruit the consultant for implementing above-mentioned results. Objective of Assignment:  The PMD therefore requires the services of experienced expert, who will oversee the project related activities, provide mentorship and regular training courses for the Kyrgyz and Afghan customs officers.     Assist in organization of a Roundtable, working, co-ordination meetings with representatives of state bodies. In order to fully cover the assigned task the PMD will contract one international expert with experience in Customs related issues and solid background in organization of the training processes. Duration of Assignment: Six months Tasks and Responsibilities: Under the overall supervision of the Project Manager, the successful candidate will be tasked with the following duties:
  • Develop training course curricula and training materials for the Kyrgyz and Afghan customs officers;
  • Provide thematic training courses for the Kyrgyz and Afghan customs officers;
  • Mentorship of the Kyrgyz and Afghan customs officers;
  • Establishing and maintaining good relationship with the SCS, ACD and the WCO RTC and their Senior Management to develop and maintain a high quality training process and provide advices on potential topics based on beneficiaries’ training needs.
  • Establish good relationship with other Customs Training Institutions and negotiate visits of WCO accredited experts to Kyrgyzstan to deliver training courses (as per the project proposal);
  • Mentor the Senior Management of the Training Centre on issues related to new regulations of the Eurasian Economic Commission, its decisions, new regulations under the Customs Code that will enter into force from 1 January 2022 (particularly the Harmonized System);
  • Act as a focal point for project related activities on issues related to monitoring and evaluation of the training courses.

  •     Training curricula for the State Customs Service under the Government of the Kyrgyz Republic (SCS);
  •     Training curricula for Afghan Customs Department;
  •     Training summary reports;
  •     Training material;
  •     Monthly SSA Deliverables reports;
  •     Evaluation forms for each training course;

  • University degree or a professional education acquired from the job training and officer up-skilling in law enforcement organization, preferably border or/and customs agencies;
  • Over 20 years of  relevant professional experience in customs/border management and vocational trainings in CIS, Central Asia, preferably in EEU countries;
  • Good knowledge of customs procedures in Central Asia and EEU;
  • Experience in conducting training courses for the Kyrgyz and Afghan customs/ border officers is an asset;
  • Experience in international donor coordination frameworks/mechanisms;
  • Knowledge of OSCE and its operations;
  • Computer literate with practical experience with Microsoft applications.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
