The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
Job Description
According to the Concept of Digital Transformation "Digital Kyrgyzstan 2019-2023" and the Decree of the President of the Kyrgyz Republic № 27 "On further measures to improve the availability and quality of state and municipal services to the population" from February 8, 2021, key and strategically important information systems such as the Interagency Electronic Interoperability System "Тunduk" and the State Portal of Electronic Services are being actively implemented at present. The State Enterprise "Infocom" under the Ministry of Digital Development of the Kyrgyz Republic united five state enterprises in the field of IT, which are engaged in the development and support of the main information systems that ensure transparency and efficiency in all areas of state and municipal governance. Technical support is required for the following strategically important information systems:
  • The system of interdepartmental electronic interaction "Тunduk";
  • The State Portal of Electronic Services;
  • The Unified Identification System;
  • The State System of Electronic Messages;
  • The Register of E-government Infrastructure;
  • The Register of basic information resources;
  • National monitoring system.
The Ministry of Digital Development of the Kyrgyz Republic currently faces the task of:
  • Simplifying access to state and municipal services through digital solutions;
  • Optimizing the processes of state and municipal services and increasing the number of electronic services to create a favorable environment for citizens;
  • Creating conditions to train citizens in digital skills to obtain electronic services to increase the coverage of the population throughout the Kyrgyz Republic;
  • Improvement and simplification of processes in the Unified Identification System and connection of state information systems to the Unified Identification System to provide single authorized access to state and municipal services and services.
Objective of Assignment:  The Ministry of Digital Development seeks to engage the services of four IT software developers who will carry out relevant activities together with the representatives of the State Enterprise “Infocom”. The work of the programmers shall be directly supervised by the Ministry of Digital Development and Economic and Environmental Department of the OSCE Programme Office in Bishkek. Tasks and Responsibilities: Under the overall supervision of the Programme Manager, the successful candidate will be tasked with the following duties: Unified identification system
  1. Finalizing the interface of the United Identification System
  2. Integration of the unified identification system with certification centers
  3. Finalization of the Unified Identification administration" style="border-bottom: 1px dotted #007bff !important;">System administration system
  4. Development of the Unified Identification System reporting system
  5. Development of the Unified Identification System technical documentation
Portal of Electronic Services
  1. Finalizing the interface of the public portal of electronic services
  2. Development of module for providing services through Population Service Centers
  3. Finalizing the back end of the public portal of electronic services
  4. Finalizing the integration of the public portal of electronic services and the system of electronic messages
  5. Development of a reporting system for the public portal of electronic services

  • Citizen of the Kyrgyz Republic;
  • Higher education diploma;
  • Absence of a criminal record;
  • Experience of working for government agencies (mandatory);
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Relevant IT experience - at least 3 years - with a mix of skills below (experience with all technologies is not mandatory):
    • Experience with platforms .NET, Core;
    • Experience with programming languages Java, C#;
    • Experience with RabbitMQ (Apache MQ, ActiveMQ, IBM MQ), ORM, EF, JPA Hibernate (QueryDSL), REST, SOAP, JSON, XSD; OAUTH2/OpenID;
    • Knowledge of Data Structures and Algorithms of the Tunduk system, State Identification System and State Portal of Electronic Services;
    • Frameworks: CoreData, or ReactiveCocoa;
    • Knowledge of DBMS: MS SQL Server, PostgresSQL, MySQL, CI/CD (Kubernetes, Docker), AWS;
    • Working experience with: SocketIO, REST HTTP, Alamofire, gRPC, SQLite, CollectionView, Firebase;
    • Knowledge of issue tracker: Github, or Pivotal;
    • Experience of working with GIT, Jira.
    • Knowledge of working with the social media API;
    • Experience in developing IOS mobile apps;
Remuneration Package: Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
