Summary Statement
The Bureau for Resilience and Food Security (RFS) partners to advance inclusive
agriculture-led growth, resilience,
nutrition, and access to
water and sanitation to accelerate and protect
sustainable development progress. RFS’s Policy and
Analysis Office (PA) leads efforts to mobilize diverse public and private sector partners to engage in a shared resilience and food security agenda, analytics,
performance management, and learning to support countries’ efforts to strengthen policy systems and public investments in resilience and food security.
Starting in July 2021, PA will begin the Surveys for Monitoring in Resilience and Food Security (SMRFS) activity. The SMRFS activity will conduct population-based surveys (PBSs) to obtain data to monitor progress toward sustainable reductions in global hunger, poverty, malnutrition, and water insecurity in RFS focus geographies. The data will support monitoring, evaluation and learning systems for RFS strategies and initiatives (i.e., Multi-sectoral Nutrition Strategy, Water Strategy and
Feed the Future); help meet accountability and adaptive management needs of RFS and the field Missions; and improve the ability of RFS and the Agency to share evidence of impact with stakeholders.
PA seeks the technical expertise of two population-based survey methods consultants, GS-13 equivalent, to support the Surveys for Monitoring in Resilience and Food Security (SMRFS)
Project Management Team (PMT). These positions are funded for two years.
Job Requirements
The Consultants will support the management of multi-sectoral population-based surveys in RFS sectors, including nutrition,
WASH, resilience, and agriculture.
Note: This is a term limited position for 2 years.
Responsibilities
The Survey Methods consultant will work collaboratively within the PMT to:
- Review new and revised survey toolkit materials to make sure required changes are reflected correctly.
- Review survey deliverables to ensure adherence to toolkit methods.
- Track survey implementation progress against the survey’s Gantt chart over the life of each survey operation to ensure timelines are adhered to, problems are identified and communicated early, and support is provided to manage challenges in a timely fashion.
- Provide input and oversight throughout survey planning and implementation.
- Review field check tables for data quality and indications of fieldwork problems.
- Review survey reports for accuracy and technical quality, including appropriate interpretation of data and correct implementation of analyses.
- Liaise routinely with RFS MEL Technical Advisors in the Office of Country Support and Missions for survey countries to keep them updated on progress.
- Review capacity-building plans for relevance and inclusion.
- Help develop scopes of work for additional data analysis and review data analysis products.
- Help compile lessons learned to improve project management.
- Support or oversee development of communications products for audiences internal and external to the Agency to increase awareness and use of SMRFS methods, products and results.
- Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
- Complete and execute an Individual Learning and Training Plan and Annual Work Plan.
Qualifications
- Minimum of a Master’s degree in statistics, survey methodology, economics, demography or related field and 7 years of relevant experience; or alternatively, must have a Bachelor’s degree in relevant field and 9 years of relevant professional experience.
- At least 5 years of professional experience with two or more global health or international development technical disciplines (such as data analysis, demography, monitoring and evaluation, food security, etc) ; job duties/responsibilities specifically related to JD requirements.
- Sectoral expertise in one or more of the technical areas covered by the surveys.
- University-level statistical coursework and experience conducting bivariate analyses with statistical tests for differences.
- Experience with PBS implementation and/or training in survey methodology.
- US citizenship or US permanent residency with the ability to obtain and maintain Facility Access required.
- Ability to travel approximately up to 20%.
Preferred Qualifications
- Experience with scientific sampling methodology.
- Demonstrated ability to work collaboratively on a large scale multi-sectoral PBS activity.
- Experience engaging with field Missions, implementing partners or external research teams.
- Experience with CSPro.
- Experience with R, STATA, SAS, SPSS or similar software.
- Experience visualizing data, summarizing data, or disseminating research findings to technical and non-technical audiences.
