Job Description
DAI Global Health is seeking a Chief of Party (COP) for the anticipated USAID-funded Supply Chain Support opportunity based in Ethiopia. This project will build on USAID’s ongoing work in Ethiopia to strengthen systems and provide support to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential health commodities through robust international supply chains, while building resilient local supply chains to sustainably support improved health outcomes.
The COP will provide overall leadership, management, and technical direction to the project, and will serve as a key liaison between the project and USAID/Ethiopia, implementing partners, Government of Ethiopia (GoE), local stakeholders, other donors, and the private sector. This position is contingent upon funding and approval of key personnel. The position will be based in Addis Ababa, Ethiopia. Ethiopian Nationals are strongly encouraged to apply.
Responsibilities
Lead the effective and efficient delivery of the project, within budget, ensuring that USAID expectations and program Key Performance Indicators are met and exceeded.
Serve as principal liaison with USAID, Government of Ethiopia counterparts and community stakeholders on program communications and technical implementation activities in a productive and politically sensitive manner.
Provide overall leadership and vision to the project while managing all project staff, consultants, and partners.
Oversee all technical deliverables. Technical areas for oversight can include supply chain management, heath systems strengthening, capacity strengthening, private sector engagement, management information systems, and data-driven decision making and policy.
Manage the development of, and monitor, work plans and budgets; ensure appropriate levels of technical assistance in project operations; oversee and coordinate with key stakeholders and partners; and, ensure appropriate project monitoring and reporting.
Oversee the design and implementation of strategies for creating and maintaining private sector relationships and private-public sector communication and coordination between host governments and local stakeholders.
Ensure quality of program outputs are fully aligned with DAI and USAID requirements through mentoring, training and monitoring of staff and partners.
Qualifications
Master’s degree or advanced degree in public health, business administration, supply chain management, international development, or related field.
Minimum of 10 years of demonstrated successful leadership in managing large, complex programs in a similar country context which includes experience as a COP, Team Leader or project director of donor-funded health program, preferably in Ethiopia.
Substantial technical experience with projects related to supply chain management and systems strengthening, particularly those related to the implementation of reproductive health, MCH, HIV/AIDS, and malaria programs in developing countries is desirable.
Extensive international supply chain experience focusing on continuous quality improvement focused on health commodities, with a preference for an in-depth understanding of Ethiopia’s health supply chain.
