Senior Strategic Information Specialist (Senior Staff Associate)

The HIV Coverage, Quality, and Impact Network (CQUIN) is a multi-country learning network dedicated to improving differentiated service delivery for people living with HIV. Towards this end, ICAP aims to catalyze the delivery of high-quality differentiated HIV services at scale by supporting a network of countries in sub-Saharan Africa at various stages of implementing differentiated services delivery, enabling experience sharing, cross-learning, and collaborative problem solving. Reporting to the ICAP Strategic Information Unit Director, the CQUIN Senior SI Specialist provides technical assistance to the CQUIN project team and to CQUIN countries on enhancing the quality of and building capacity in monitoring and evaluation (M&E) of differentiated services delivery with a focus on building sustainable public-sector systems. This technical assistance includes helping to establish or improve systems for routine, periodic, and ad-hoc data collection, and strengthening data use and dissemination at the facility, community, subnational, or national levels. Effective performance will require sustained engagement with CQUIN countries to understand challenges and opportunities for strengthening programs, and to contribute towards setting CQUIN SI priorities more broadly. The CQUIN Senior SI Specialist also provides support for program evaluation and research activities, including development of study protocols and tools, standard operating procedures and training materials, analytic approaches, and dissemination of findings. Major Accountabilities

• Engages CQUIN country ministries of health, implementing partners, civil society, and others to provide high-level technical guidance on designing and implementing M&E systems and other approaches for assessing differentiated HIV services in sub-Saharan Africa
• Provides leadership and technical expertise within the CQUIN M&E community of practice, fostering collaboration and co-development of technical materials to support global implementation of differentiated services
• Provides hands-on expertise and coordination to support improved data collection, management, and visualization within the CQUIN project and for CQUIN project countries
• Provides technical guidance for use and dissemination of data; dissemination approaches include slide sets, meetings, abstracts, and manuscripts
• Supports the development of technical assistance and capacity building for proposals being developed by ICAP by reviewing SI related activities for new and continuing awards and gathering the information required to submit along with the proposals
• Maintains regular communication with the CQUIN project team regarding work planning and technical assistance. Communicates regularly with the CQUIN project team presenting key data trends/findings, as well as ongoing and upcoming SI activities and challenges
• Based on understanding of country program data and/or expertise in a technical area, develops and/or contributes to the development and implementation of program evaluation and other operational research proposals, protocols, data collection tools, databases, SOP and IRB submissions
• Leads, collaborates with or assists New York and in-country staff on development and preparation of abstracts, posters, presentations, and manuscripts resulting from program evaluation
• Leads or participates in regular meetings of the CQUIN project team and the SI Unit to keep colleagues abreast of recent CQUIN SI developments, challenges and lessons learned.
• In collaboration with the CQUIN project team, contributes to the timely implementation, accurate and appropriate reporting of project activities and results to funders, including annual progress reports
• Performs other related duties as directed

Minimum Degree Required

• Bachelor’s Degree in Public Health or related discipline

Minimum Qualifications

• Minimum eight (8) years of related experience working with monitoring and evaluation and/or surveillance systems
• Experience working on M&E, program evaluation, and research in low-resource settings
• Demonstrated problem-solving skills and analytical capabilities
• Excellent written and oral communications skills
• Demonstrated interpersonal and team-building skills
• Proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, PowerPoint)

Preferred Qualifications

• Master’s degree in Public Health or related discipline
• Experience working with U.S. government or other bilateral donors, especially CDC
• Experience collaborating with Ministries of Health
• Experience working in lower-income countries
• Experience in HIV/AIDS surveillance and/or monitoring and evaluation
• Experience using tools for data visualization, e.g., Tableau or MS PowerBI
• Fluency in French and/or Portuguese

Additional Information

• Requires international travel of 4-6 trips per year with each trip lasting approximately 7-14 days
