Advisor on Prevention, Protection and Response to Human Trafficking

USAID’s Conectando Caminos por los Derechos (CCD) program supports the transition between humanitarian aid and medium- and long-term development for Venezuelan migrants, Colombian returnees and host communities in Colombia. It aims to increase community cohesion and citizen
security" style="border-bottom: 1px dotted #007bff !important;">security, to guarantee the right of all members of society to live free from all forms of crime and violence, regardless of their
legal status in the country. CCD is implemented by a consortium comprised of Freedom House, Pact, ABA-ROLI and Internews. CCD operates in metropolitan areas with large migrant populations such as Riohacha, Maicao, Cúcuta, Bucaramanga, Santa Marta, Cartagena, Barranquilla, Cali, Medellín, Bogotá, Pasto and Ipiales.
CCD addresses the
human rights violations prevalent in host communities that pose the greatest risk to cohesion and security. The project supports the prevention and protection of people from labor exploitation, sexual exploitation, forced recruitment, human trafficking, forced disappearance and gender-based violence. Among the populations prioritized by CCD, emphasis is placed on women, children and youth, indigenous people, Afro-Colombians and lesbian, gay, bisexual, transgender and intersex (LGBTI) people.
Consultant Responsibilities
Primarily, the Advisor on Prevention, Protection and Response to Human Trafficking will be responsible for developing and supporting the implementation of a cross-cutting strategy from ABA ROLI for the Conectando Caminos por los Derechos project in the prevention and response to human trafficking, as well as strengthening institutional systems at national and regional levels, social networks and
civil society organizations to protect migrants at risk against this violation, with a particular focus on the modalities of sexual exploitation and labor exploitation.
Main duties and responsibilities:
➢ Implement a standardized program-wide “Human Trafficking Prevention, Protection and Response Strategy”, including project guidelines to ensure integration of the strategy throughout the program cycle (planning,
design, implementation,
monitoring and evaluation).
➢ Work closely with the
Chief of Party and
Deputy Chief of Party to ensure that the issues of prevention and response to human trafficking are integrated and monitored in all program objectives and the communications and gender equity and
social inclusion components.
➢ Support project partners, stakeholders and project participants to implement activities to strengthen initiatives to prevent, protect and respond to human trafficking with cross-cutting approaches that promote
gender equality for Colombian returnees, Venezuelan migrants and migrant-receiving communities.
➢ Contribute to the evolution of the strategy and activities for prevention, protection and response to human trafficking throughout the life of the project based on the changing situation of Colombian returnees, Venezuelan migrants and migrant-receiving communities.
➢ Perform other related tasks as required.
Deliverables:
- Strategy for Prevention, Protection and Response to Human Trafficking” document in accordance with CCD technical guidelines.
- Generate pedagogical materials, internal and external technical assistance on prevention, protection and response to human trafficking.
- Systematization of activities to support partners, stakeholders, participants and other actors in the implementation of activities aimed at strengthening initiatives to prevent, protect and respond to human trafficking.
- Document of recommendations for CCD with a view to the evolution and scaling up of the “Strategy for Prevention, Protection and Response to Human Trafficking”, initiatives and activities aimed at the prevention, protection and response to human trafficking. This document will be aligned with the recommendations derived from the U.S. State Department’s annual report on human trafficking.
Basic Qualifications:
- Bachelor’s and Master’s degree in areas relevant to the project - Public Policy, Gender Studies, Migration, Human Rights, International law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law, preferably specialized in gender violence and human trafficking.
- Minimum of nine (9) years of proven professional experience in gender-based violence and human trafficking, preferably in the context of migration.
- Experience in the public sector related to the prevention and response to human rights violations, specifically human trafficking.
- Proven success serving in a facilitating role in negotiation and consensus-building processes with authorities and civil society organizations.
- Experience in training processes with authorities.
- Experience in the analysis and drafting of technical and methodological documents.
- Work experience in a professional environment with people from diverse cultural backgrounds.
- Strong commitment to the principles of the rule of law.
- Fluency in Spanish (written and oral) is required, preferably and not essential, English proficiency at a basic level and above.
- Experience with Microsoft Office software
