Program Officer

JOB BRIEF The Program Officer for Vietnam will be responsible for helping USIP design and implement a multiyear initiative that fosters greater dialogue in and between the United States and Vietnam on war legacy issues and reconciliation. The Program Officer will report to the Senior Expert for Southeast Asia and work closely with other colleagues across USIP. This is a full-time position based in Washington, DC, with some international travel required. Hiring for this position is contingent upon funding availability. RESPONSIBILITIES Research, Analysis, and Thought Leadership: • Researches and writes on topics relevant to the Vietnam War Legacies and Reconciliation Initiative (Initiative). • Identifies and collaborates with non-USIP experts to contribute to USIP publications related to the Initiative. • Provides briefings to governmental or other organizations on the Initiative and U.S.-Vietnam relations more broadly. • Supports or leads efforts to represent the program in internal and external events and to disseminate information about the Initiative. • Responds to public queries and media requests. • Proposes innovative research and programming to advance USIP’s mission. Development and Planning: • Works with the Senior Expert for Southeast Asia, to support the development and implementation of bilateral dialogues involving the U.S. and Vietnamese governments, civil society organizations, universities, and veterans’ organizations. • Develops and implements public engagement activities, including seminars, multimedia campaigns, research projects, and other public education activities for audiences in the United States and Vietnam. • Identifies and maintains critical stakeholder relationships related to the Initiative in the United States and Vietnam. • Ensures the highest level of communication and cooperation with relevant USIP departments/divisions/teams and external partners. • Participates in strategic planning sessions with regional and thematic teams. • Keeps up-to-date on new research and programs as they relate to USIP’s work. Financial Management: • Manages project budgets to ensure projects implemented within program timelines and in a manner that meets program standards and objectives. • Oversees development and submission of project progress reports as required. • Assists in identifying new funding opportunities, meeting with potential funding partners, and drafting project concept notes and proposals for work on Vietnam. Other: • Travels around the United States and internationally as required. Performs other duties as assigned. QUALIFICATIONS • Master’s degree in political science, international affairs, law, or related field required. • A minimum of four (4) years of relevant work experience on Vietnam, U.S.-Vietnam relations, and/or legacies of war. • Fluency in English required; Vietnamese language ability highly desirable. • Strong interest and experience with innovative programming and problem-solving skills. • Demonstrated research, analytic and writing skills. Able to write effectively in a variety of formats and for a variety of audiences. • Knowledge and understanding of contemporary Vietnam, the Vietnam War and its legacies, and U.S.-Vietnam relations. • Knowledge of and relationships with key stakeholders in Vietnam relevant to the Initiative. • Demonstrated experience coordinating with officials in government, international organizations, and national partners. • Demonstrated experience in project design, implementation, and monitoring and evaluation. • Must have strong project management skills and experience managing complex projects. • Must have the ability to design and manage budgets. • Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players. • Must have excellent interpersonal skills.
