Job Description
 
Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Job Purpose The Logistics & Procurement Officer is responsible for supporting the logistics & procurement function in a number of assigned countries where GOAL is operational. You will be involved advising country logistics teams to help them improve programme delivery; and to ensure they are operating in line with GOAL processes and systems and donor requirements. This role also has an emergency response capacity and travel is required to various countries to support the logistics functions based on the ground. Duties and responsibilities Responsibility 1 Logistics & Procurement:
  • Field Support – act as a daily support to country procurement and logistics departments and follow up on queries as they arise. Advise where possible and/or refer to the Logistics & Procurement Manager in Dublin. Assist with procurement of supplies/services not available locally.
  • Ensure timely analysis of country reporting; monitor the implementation of recommended improvements
  • Compliance – understand GOAL & donor requirements. Support and advise other departments to ensure that these requirements are followed by field and Dublin offices.
  • Procurement – ensure that the procurement manual, any issued guidelines and compliance requirements are being adhered too.
  • Carry out in-depth review of all field procurement files over €30,000 in your countries.
  • Carry out Dublin procurement for the departmental codes allocated to the post.
  • Warehouse Management – support countries with review of standards, stock management, analysis and disposal.
  • Asset Management – support countries in reviewing asset values, depreciation, disposal and analysis of usage.
  • Fleet Management – support the in country logistic teams in all aspects of fleet procurement, administrative reporting requirements, spare parts and fuel utilisation.
  • Special projects – Undertake special projects as agreed with the Logistics & Procurement Manager.
Responsibility 2 Training and Representation:
  • Meetings – Attend and input as required to all necessary meetings in Dublin, representing the HQ Logistics team.
  • Operations, Finance and Desk teams; supporting the operations team with new project proposals and providing technical logistics support.
  • Training – attend, deliver or source suitable training based on gaps within the procurement and logistics teams, both in the field and Dublin.
Responsibility 3 Emergency Preparedness and Response:
  • Emergency preparedness and response – remain up to date on GOAL procurement and logistics procedures and participate actively in implementing these whenever an emergency occurs.
  • Deploy to the field for emergency response as start up or support for country response.
Undertake other relevant tasks relating to GOAL activities as required. Key Performance Objectives
  • To develop an in-depth understanding of GOAL and donor Logistics and Procurement rules and regulations
  • To develop a positive working relationship with your assigned country teams, HQ team members and peers in other departments.
  • Provide feedback to countries in a timely fashion for reports and document reviews
  • Perform efficient and compliant procurement for departments and countries, ensuring accurate record keeping

Requirements (Person Specification) Essential
  • 2+ years field experience in NGO, UN or IO Logistics & Procurement
  • Proven administrative skills and the ability to work to deadlines
  • Good analytical skills and overall strong computer skills
  • Willingness to travel to GOAL country programmes
  • Fluent in English, written & verbal
Desirable
  • Degree level education
  • CIPS/CILH/CHL/Bioforce or equivalent qualification
  • Knowledge of another language, especially Spanish, French or Arabic
