Job Description
 
The strategic objective of the Global Malaria Programme (GMP) is to support Member States to adopt WHO's malaria-related technical recommendations, and to advance implementation of the Global Technical Strategy for Malaria 2016-2030 (GTS). The major functions of the department as identified in the 2019 transformation process are: To play a leadership role in malaria, effectively supporting member states and rallying partners to reach Universal Health Coverage and achieve GTS goals and targets; To shape the research agenda and promote the generation of evidence to support global guidance for new tools and strategies to achieve impact; To develop ethical and evidence based global guidance on malaria with effective dissemination to support adoption and implementation by national malaria programmes; and To monitor and respond to global malaria trends and threats.

DESCRIPTION OF DUTIES

Serve as a key advisor to the Director and senior staff, providing authoritative advice and guidance to ensure the strategic and operational programmatic planning, coordination and delivery of technical and administrative services including the full range of financial, administrative, work planning, and facilitation of human resources planning and operations, logistics and procurement related activities of the Department/Office. Manage the programme delivery and timelines of various programme projects of the respective Department/Office in accordance with workplans and ensure the coordination of periodic reviews of programmatic/technical achievements and progress indicators for reporting activities.Assess potential impact(s) of managerial and programmatic changes and topics on the technical implementation of the health topic(s) of the organizational office/unit.Contribute to and facilitate the periodic technical reporting that is requested by governing bodies of the organization,Advise staff in ensuring that transactions and allocation of financial resources for the Department/Office are carried out in accordance with WHO financial rules and regulations, Oversee the financial reporting for the Department/Office.Ensures the efficient financial management of the respective office and interprets financial data, while providing advice and guidance on the financial administration to the director, managers, and staff.Manage and develop workplan objectives and ensure priorities are met and on-track and advise senior management on developments and progress.Oversee the overall administrative services including procurement of goods and services, travel, communications, and information technology needs of the Department/Office, and local service requirements, when necessary.Lead administrative organization of various conferences, advisory bodies, workshops, and meetings for the Department/office.Advise on the development of fundraising proposals and ensure the quality of contracts and donor proposals and other funding related agreements are following WHO policies and practices. Lead the development of a risk register for the organizational unit and facilitate risk assessment and mitigation. Build a network of external service providers to ensure the execution administrative services for the Department/Office.Perform other related duties as assigned.Provide management and secretariat support for the Malaria Policy Advisory Group including the process to rotate membership according to the terms of referenceLead the coordination of harmonization of the Guideline Development Processes across the technical areas of work and coordinate the management of WHO Collaborating Centres for the Department.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in administration, management, public health, or another field related to the tasks of the position. Desirable:

Experience

Essential: A minimum of 10 years of relevant experience working with increasing levels of responsibilities in programme management and administration, including at the international level; Experience in advising on programmatic related activities. Demonstrated experience managing diverse teams. Experience using Enterprise Resource Planning systems or similar packages. Demonstrated experience at the international level. Substantial experience in providing senior level advice and guidance to Senior level decision makers. Demonstrated experience at the international level. Desirable: Experience working in malaria-endemic countries and experience with major international donors desirable.

Skills

The duties require an understanding of WHO policies, the UN system and general managerial practices, and knowledge gained through experience in establishing collaborative relationships with a range of staff across the three levels of the organization Ability to anticipate risk/problems and to make proposals to ameliorate these. Excellent knowledge and proven skills in programme management and administration, including in several of the following areas:- accounting, budget, and finance. - human resources management- writing and drafting donor technical and financial reports and donor agreements.- quality assurance and compliance.Implementation of programmatic and administrative processesEffective working relations with multidisciplinary and multicultural teams. Personal attributes include integrity, tact, and discretion.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6363 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
