Organizational Setting
FAO mandate in Georgia is to support national efforts to promote security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and sustainable development of agricultural sector. FAO priorities in Georgia reflect the objectives and priorities of the Government set in the strategy papers related to agricultural development. In essence FAO assists the Government in creating and implementing an institutional, legal and regulatory environment. At the same time, FAO supports individuals working in agriculture – farmers, cooperatives, companies etc. by providing technical and financial assistance.
Reporting Lines
The Programme Specialist shall operate under the direct supervision of the Assistant FAO Representative for Georgia (FEGEO), technical guidance of respective Projects Managers in FEGEO, and in close collaboration with representatives of national government(s), UNCT and technical officers and international/national consultants in FEGEO Office.
Technical Focus
Programme Specialist will provide support to the FAO Country Office in coordinating its work for successful implementation of FAO Country Programme Framework (CPF) and United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 in the context of the 2030 Agenda for Sustainable Development.
Tasks and responsibilities
Assess the contribution of FAO projects to the achievement of national SDG targets (2.3, 2.4., 2.5. 2.a., 5.a., 11.6., 15.3 etc.) as well as contribute to the preparation of policy brief documents on the development of ARDS activities and alignments with SDGs;
Participation in the SDG National Council’s Working Groups to ensure relevance of FAO’s work in the implementation of SDGs; provide FAO inputs for the national annual SDG report;
Support to the SDG awareness raising activities with all stakeholders and beneficiaries of FAO projects;
Support MEPA in development of SDG indicators (including those which are not under FAO custodianship) and facilitate collaboration between the MEPA and Geostat in terms of support to elaboration of new statistical products needed for SDGs implementation as well as exchange of information and databases;
Conduct analysis of the regional, municipal and community-based activities of FAO projects and its linkage with CPF, UNSDCF objectives and nationalized SDGs;
Participation in working groups of Development Partners and UN Results Groups to duly represent FAO and its work under the respective projects;
Serve as a FAO focal point for preparation of different UNSDCF-related materials;
Support to CPF and UNSDCF 2021-2025 implementation, by preparing joint work plans, progress reports on outcome and output indicators to ensure their linkage with nationalized SDGs;
Support in reporting and evaluation of FAO projects;
Assist in development of baselines for the pipeline FAO projects;
Any other duties, as requested by Supervisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements
Advanced university degree (Masters or higher level) in agriculture, economics or relevant field.
At least 5 years of experience of working in agricultural policy area
Professional experience in public policy, policy advice, statistics, analysis and/or cooperation policy would be an asset
