ABOUT THE MISSION...

SUBJECT: Consultancy to conduct localized hydrogeological, geophysics and related studies of surface, subsurface and ground water sources in four districts on the west coast of yemen, the middle east. Dear Madam, Sir, Solidarites International (SI), in collaboration with the Ministry of Water & Environment (MoWE) of the Government of the Republic of Yemen invites bids from qualified and reputable national and international consultants (individuals, firms, institutions or organizations) to conduct localized hydrogeological and related studies of surface, subsurface and ground water sources in four districts on the West Coast of Yemen (AlMukha and Mawza in Taiz governorate and Al Khawkhah and At Tuhyat in Al Hudaydah governorate, estimated total population 245,373 people in 2021). The outcome shall inform water supply development of a 3-year Resilience WASH project funded by the Swiss International Development Cooperation (SDC) and Dutch Ministry of Foreign Affairs (Dutch-MOFA) and implemented by Solidarites in collaboration with MoWE. Besides Hygiene Promotion and Environmental Sanitation activities, the program targets to implement at least 23 water supplies entailing construction or rehabilitation of 1 dam and rehabilitation of existing shallow wells and boreholes to serve a targeted population of 60,000 people –Internally Displaced Persons (IDPs) and IDP hosting communities in the 4 districts, including children in at least 4 public schools and patients in at least 6 public health facilities. The tangible outputs expected from the survey include:
  1. update of existing hydrogeological and physical information and mapping on the Tihama catchment basin of the West Coast
  2. Identification of wells to be monitored over the longer term (manual dipping and automatic logging methods, including recommendations of suitable logger models and specifications) for representative and individual well aquifer characteristics
  3. An interactive database of water sources in the four districts, featuring well static water levels, yields and chemical parameters, which will be integrated later with a water supply infrastructure database.
To realize this, the consultant shall:
  1. conduct a desktop study of existing literature and water sources;
  2. undertake representative field reconnaissance surveys of water sources and bodies (shallow wells, boreholes, wadis, dams, springs) in key targeted project locations in the 4 districts, measuring static water levels (SWL), conducting yield tests ( including test pumping) and water quality analysis on some of the water sources;
  3. Using sampled sources and existing data on surface, subsurface and ground water sources in the area, generate GIS imaging and mapping capturing key hydrogeology and geological features in key study areas targeted in the four districts. (A field level geophysics study will not be necessary as the Resilience WASH project focuses mainly on rehabilitation and augmentation of existing WASH facilities).
The consultancy is projected to start in the first week of June 2021, with the field activity commencing fourth week of June 2021 and last approximately 30 work days, finishing by end of July 2021, and the final report submitted by end August 2021. This study is one of three Solidarites critical consultancy studies in the West Coast that will run parallel (or at times, sequentially), the others being ‘water supply infrastructure survey and mapping’ and ‘sanitation infrastructure survey and mapping’.. Criteria of award:
  • Services proposed shall be reviewed and evaluated based on completeness and compliance of the Proposal and responsiveness with the requirements of the RFP and annexes providing details of SI requirements.
  • The Proposal that complies with all of the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements may be rejected
  • Highest Combined Score (based on the technical offer and price weight distribution) will be awarded the contract.

CRITERIA OF SELECTION

  • Total price : 17%
Lowest price will be given a full mark and relevant scores will be derived accordingly, the financial offer shall be broken down as explained in the TOR. Example for highest score possible = 17% x 3
  • Expression of interest to bid : 2%
Consultant will be graded on the ability to show a concrete expression of interest by highlighting his experiences, detailing understanding the field of consultancy in the TOR etc… The Consultant who propose the best expression of interest, etc. will be given the highest rating, assuming offered service meet the minimum criteria. All other offers will be graded on a relative scale.
  • The research team composition : 5%
will be evaluated by either Pass or fail on the ability for the vendor who meet the criteria requirement as indicated in the TOR
  • Documented work experience in relevant field in security" style="border-bottom: 1px dotted #007bff !important;">security sensitive, and water scarce and fragile environments including experience in conducting climate and environmental assessments and development of environmental management and water governance frameworks and water safety plans : 7,5% - 7,5% - 10%
will be graded on the ability for the offeror to provide relavent experience. The vendor who showed the best and the thoroughness experience in the field with good understanding of the areas, etc. will be given the highest rating, assuming offered service meet the minimum criteria. detailed in the TOR All other offers will be graded on a relative scale.
  • Experience in the application of hydrogeological and geophysics assessment to propose water facility development, operation and maintenance strategies including determination and siting of ground and surface water sources : 10%
will be graded on the ability for the offeror to provide relavent experience. The supplier who showed the best and the thoroughness experience in the field with good understanding of the areas, etc. will be given the highest rating, assuming offered service meet the minimum criteria detailed in the TOR. All other offers will be graded on a relative scale.
  • Technical offer : 17%
will be evaluated by either Pass or fail on the ability for the vendor who meet the criteria requirement as indicated in the TOR chapter 6.2.2.
  • Financial and Administrative offer : 15%
will be evaluated by either Pass or fail on the ability for the vendor who meet the criteria requirement as indicated in the TOR chapter 6.2.2.
  • LEAD TIME FOR DELIVERY : 6%
The over all delivery sechdule period will be graded based on the estimated period to execute the deliverables, and may be proposed clarified like the below form: for initernational firms the lead time for the consultant to arrive onboard has to be specified as the first deliverable, and maybe neglected from the evaluation to have equal opportunities for both national and national applications.   • Payment condition : 3%
Payment by bank transfer or Cheque at the end of the service, and acceptance by SI is the most preferred term. Offers who request advance/Cash payment will get the lowest scores. In any case SI may refuse any advance payment more than 20% In case there is a sechdule of payment it will be evaluated on a relavent scale, in any case it hase to be linked with deliverables, and expressed as the below table: Deliverable Percentage Condition 1 ... ...
