Background:
DAI is seeking a
Task Order (TO) Director for the Sustainable Public Sector Supply Chain Systems Task Order under USAID’s Next Generation (NextGen) Comprehensive
Technical Assistance (Comp TA) for Health Supply Chain and Pharmaceutical Management IDIQ. The NextGen Comp TA IDIQ is meant to strengthen systems and provide
operational support to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable
health commodities. Activities under the IDIQ will develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains and to strengthen local pharmaceutical
management systems, including quality pharmaceutical services and national regulatory systems. The overall goal is to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities.
The Sustainable Public Sector Supply Chain Systems TO, in particular, will support governments to develop sustainable and well-performing supply chains through public sector and parastatal system strengthening and operational support.
Overview of the position and key responsibilities:
The TO Director is responsible for overseeing global and project level
coordination and ensuring that the project is effectively coordinating with other project activities and relevant stakeholders. The TO Director will be extensively involved in the strategic and technical oversight of the TO in addition to overall
administration and management. Key responsibilities, include:
- Provide overall leadership, management, and strategic direction for the TO and provide leadership to staff and partners to ensure they are working toward goals that will achieve the expected results.
- Provide technical expertise and strategic guidance for innovative approaches for strategic development of the health public sector sustainability and systems strengthening. Areas of technical oversight and assistance may include: governance; strategic planning; public-private partnerships/sector dialogue and strategic sourcing; human workforce development; forecasting and supply planning; procurement; customs clearance; warehousing and inventory management; distribution and transportation, with emphasis on reaching the last mile; information system development; institutional capacity building; domestic resource mobilization and financing solutions for health commodity procurement, health commodity management (including medicines benefits programs), and supply chain operations and systems strengthening; regulatory systems strengthening; and business enabling environment for commodity security" style="border-bottom: 1px dotted #007bff !important;">security.
- In collaboration with the IDIQ Project Director, oversee strategic design of supply chain solutions and innovations to meet TO requirements.
- Serve as the main interface for project and global coordination with USAID/Washington, relevant Missions, other key stakeholders, and DAI senior leadership. Develop and sustain close collaborative relationships with NextGen implementing partners, particularly the Control Tower, to ensure integration and maximum impact of activities.
- Directly supervise senior TO staff and others as assigned; develop clear and achievable objectives, evaluate performance against objectives, mentor, and provide corrective guidance as appropriate.
- Contribute to preparation of technical reports on the program’s technical interventions and results. Oversee reporting requirements and timely submission of quality deliverables for the TO, including annual work plans, weekly briefs, monthly performance reports, semi-annual progress reports, annual reports, and the final report.
- In coordination with the M&E team, support the establishment of mechanisms for collecting relevant data in accordance with established indicators and ensure equity and inclusion in overall TO activities.
- Prepare a measurable and time-bound workplan indicating concrete results and interventions for public sector supply chain systems, and monitor and document the outcomes of the workplan, highlighting good practices, lessons learned and ways forward.
- Provide thought leadership in sustainable public sector supply chain systems. Capture, analyze, and disseminate strategies, activities, successes, and project challenges directly to USAID, and more broadly to showcase regional and global trends at international fora or other visibility events.
- Oversee TO administration, implementation, risk management, operations and compliance, and financial management to ensure project implementation aligns with budget allocations, internal DAI policies, and USAID rules and regulations.
- Manage consortia and ensure effective communication and cohesion throughout project implementation.
- Review and approve long- and short-term scopes of work to implement global, regional, or country project activities that are technically sound and consistent with USG NextGen priorities.
- Represent DAI at international conferences and fora and build relationships with key stakeholders and experts in supply chain management.
Qualifications & experience:
- Masters’ degree or equivalent in Supply Chain Management, Health Economics, Public Health, MBA, or related field.
- At least 10 years of demonstrated capacity and experience designing, implementing, and managing health supply chain management and/or health systems strengthening programs.
- Demonstrated experience with progressive senior leadership responsibilities for large, complex global or multi-country international development projects with USAID or other donors, including technical, financial, and operational program management.
- Prior proven experience and technical expertise working with public sector health supply chains and systems strengthening partners or projects in maternal, newborn, child and adolescent health, family planning/reproductive health, malaria, HIV/AIDS, and/or health systems strengthening.
- Demonstrated international thought leadership in promoting self-reliant national health supply chain management and systems, especially strengthening capacity of national governance and stewardship.
- Experience fostering and maintaining collaborative relationships with host country governments and counterparts, the private sector, associations, academia, the global donor community, other supply chain and pharmaceutical management stakeholders, and consortia partners.
- Proven leadership and management skills, including a track record of managing and coordinating high-performance teams across multiple locations and the ability to coach, guide, and inspire the team members in their contributions to meeting project objectives.
- Strong familiarity with USAID priorities, experience developing workplans and other timely, quality deliverables, and contract compliance with rules and regulations.
- Highly developed interpersonal communication, presentation, and negotiation skills.
- Excellent writing and communication skills in English.
