Job Overview:
The Senior Financial Control Officer position is a critical role within the Accounting Division of the Controller's Department at ADB. This position is designed for an experienced professional who will serve as the senior technical resource on accounting policy and financial reporting. The officer will be responsible for researching and documenting conclusions on complex and non-routine transactions, developing and maintaining accounting policies, and advising stakeholders on their application. The role also involves preparing financial statements and disclosures, strengthening internal controls over financial reporting, and supporting process and system improvements. The Senior Financial Control Officer will oversee junior team members and ensure high-quality analysis and application of policies, contributing to the overall mission of ADB to foster prosperity in Asia.

Duties and Responsibilities:
The duties and responsibilities of the Senior Financial Control Officer include: researching and interpreting complex accounting and financial reporting matters; preparing clear technical accounting memoranda; developing and maintaining ADB accounting policies and positions; monitoring standard-setting developments and assessing their potential effects on ADB's transactions; providing technical accounting advice during transaction structuring and product development; supporting the preparation and review of financial statements and disclosures; benchmarking accounting policies against peer institutions; partnering with external auditors to resolve technical accounting matters; evaluating accounting processes and internal controls; identifying risks and control gaps; leading enhancements to policies and systems; supporting cross-functional initiatives and training; and overseeing and coaching junior colleagues to promote high-quality analysis.

Required Qualifications:
Candidates for the Senior Financial Control Officer position must possess a Bachelor's degree in business administration with a major in Accounting or Finance, and must be a Certified Public Accountant. A Master's Degree or equivalent is preferred. Additionally, candidates should have at least 8 years of relevant professional experience, preferably in a computerized environment at a large financial institution, with at least 4 years of supervisory experience. Knowledge of accounting policies, procedures, guidelines, and reporting requirements commonly used in multinational organizations is essential. Candidates should also demonstrate expertise in internal controls concepts and their application, as well as proficiency in IT systems for financial products and accounting.

Educational Background:
The educational background required for this position includes a Bachelor's degree in business administration, majoring in Accounting or Finance. A Certified Public Accountant designation is mandatory, and a Master's Degree or equivalent is highly preferred. This educational foundation is crucial for understanding complex financial reporting and accounting policies necessary for the role.

Experience:
The position requires at least 8 years of relevant professional experience, ideally gained in a large financial institution or a similar environment. Candidates should have a minimum of 4 years of supervisory experience, demonstrating their ability to lead and mentor junior team members effectively. Experience in a computerized environment is also preferred, as it aligns with the technological demands of the role.

Languages:
