Job Overview: The GESI and HSSE Senior Associate position is a critical role within the Integrated Medical Waste Program for the Advanced Community Transformation (IMPACT) Project in Bangladesh. This position is designed to enhance the national health system by improving medical waste management capabilities in six climate-vulnerable government hospitals. The incumbent will work closely with the Ministry of Health & Family Welfare and the Directorate General of Health Services (DGHS), ensuring that gender equality, social inclusion, health, safety, and environmental standards are integrated into project execution. The role requires a proactive approach to coordinating and managing GESI and HSSE processes, ensuring compliance with UNOPS standards and facilitating effective project implementation. The Senior Associate will engage with various stakeholders, including project teams and contractors, to identify issues, monitor compliance, and contribute to continuous improvement in service delivery.
Duties and Responsibilities: The duties and responsibilities of the GESI and HSSE Senior Associate include:
Planning, Compliance, and Risk Management: Coordinate the preparation and submission of HSSE documentation, review and update HSSE management plans, monitor compliance with UNOPS HSSE requirements, conduct risk assessments, and implement preventive measures for identified risks.
Monitoring, Reporting, and Evaluation: Conduct field inspections, prepare incident reports, compile monthly HSSE reports, and maintain records related to GBV risk mitigation activities.
Capacity Building and Awareness: Facilitate GESI/HSSE awareness and capacity-building activities, coordinate training sessions, and maintain records of training activities.
Stakeholder Engagement and Coordination: Organize HSSE meetings, support consultation mechanisms, and maintain effective relationships with stakeholders to facilitate information exchange and issue resolution.
Any other relevant tasks assigned by the project manager to ensure successful project delivery.
Required Qualifications: The required qualifications for this position include a High School Diploma as a minimum requirement. A Bachelor's degree in fields such as Occupational Health and Safety, Public Health, Engineering, Risk Management, Gender, Social Inclusion, Human Rights, or International Relations is preferred. A Master's degree in these areas may substitute for some of the required years of experience, enhancing the candidate's profile for this role.
Educational Background: Candidates must possess at least a High School Diploma. However, a Bachelor's degree in relevant fields such as Occupational Health and Safety, Public Health, Engineering, Risk Management, Gender, Social Inclusion, Human Rights, or International Relations is highly desired. A Master's degree in these areas may also be considered as a substitute for some of the required experience, indicating a higher level of academic achievement and expertise in the field.
Experience: The position requires at least 7 years of experience in Health, Safety, Social, and Environmental (HSSE) management of projects. This experience should include conducting health and safety risk assessments, inspections, incident investigations, and facilitating training sessions. Familiarity with computer software packages, particularly Google Suite/Workspace Office, and experience with web-based systems are also required. Experience in multicultural environments or within UN system organizations in developing countries is desired, as is experience in development or humanitarian contexts.
Languages: Fluency in English and Bengali is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful execution of project responsibilities. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The position is classified at the Associate level (ICS 07) and is offered under an Individual Contractor Agreement (ICA) with a regular contract type. The contract duration is ongoing, subject to the availability of funds and satisfactory performance.
