Job Overview: The National Procurement and Materials Management Officer will play a crucial role in the effective implementation of the OSCE Mission's mandate by overseeing procurement and materials management functions. This position requires a strong understanding of procurement principles and practices, as well as the ability to ensure compliance with the OSCE Common Regulatory Management System (CRMS). The officer will be responsible for coordinating procurement activities, managing supplier relationships, and ensuring that resources are utilized efficiently and effectively. The role also involves supervising staff within the Fund Administration Unit (FAU) and contributing to the planning and monitoring of resources and expenditures. The successful candidate will need to demonstrate a commitment to transparency, accountability, and cost-effectiveness in all procurement activities.
Duties and Responsibilities: The duties and responsibilities of the National Procurement and Materials Management Officer include:
Managing and coordinating the Mission’s procurement and contracting activities, including procurement planning and assessing budget requirements.
Advising on appropriate procurement modalities and timelines, conducting procurement processes, and ensuring compliance with OSCE procedures.
Overseeing supplier, contract, and Implementing Partner arrangements, including selection, monitoring performance, and maintaining procurement records.
Advising on asset management, ensuring proper utilization, and overseeing storage, transfer, and disposal of assets.
Coordinating logistics and transport support, assessing operational requirements, and ensuring effective provision of transport services.
Managing premises and facilities, coordinating maintenance, and monitoring service quality.
Contributing to resource planning and advising on operational requirements while ensuring internal controls and risk management.
Supervising FAU staff, setting priorities, and ensuring effective coordination of functions.
Performing other related duties as assigned by the Chief of Fund Administration (CFA).
Required Qualifications: The necessary qualifications for this position include:
A first-level university degree in Business Administration, Supply Chain Management, Procurement, Logistics, Law, Engineering, Economics, or a related field.
A valid driving license (category B).
A minimum of two years of progressively responsible professional experience in procurement, supply chain management, or related fields.
Demonstrated experience in procurement, contracting, and supplier management.
Good knowledge of procurement principles, competitive procurement, and contract administration.
Experience in coordinating support functions and supervising staff.
Strong analytical skills to assess operational requirements and identify risks.
Proficiency in Microsoft applications, particularly Excel, and experience with ERP systems (e.g., Oracle).
Professional fluency in English, Romanian, and Russian. 1

Educational Background: Candidates must possess a first-level university degree, which is equivalent to a Bachelor's degree, in a relevant field such as Business Administration, Supply Chain Management, Procurement, Logistics, Law, Engineering, or Economics. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform the duties associated with the position effectively.
Experience: The position requires a minimum of two years of relevant professional experience in procurement, supply chain management, materials management, or premises management. This experience should demonstrate progressively responsible roles, showcasing the candidate's ability to manage procurement processes, supplier relationships, and logistical operations effectively. Candidates with experience in international organizations or similar environments will be preferred.
Languages: The mandatory languages for this position are professional fluency in English, Romanian, and Russian. Proficiency in these languages is essential for effective communication within the OSCE and with external stakeholders. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The position is a full-time contracted role at the National Professional level (NP1) with a fixed-term contract. The monthly remuneration is EUR 2,177, which is exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience.
